Police missed a desperate, screaming 999 call from a teenage girl while she and her family where being murdered in their home, a report revealed yesterday.
昨天公布的一份报告显示，警方错失了一个绝望、充满尖叫声的999报警电话里的重要线索，这个电话是一个十几岁的女孩打来的，而她和她的家人最后都被杀害了。
University lecturer Jifeng Ding, 46, his wife Helen Chui, 47, and their two children, Xing, 18, and Alice, 12, were stabbed to death at their house in Pioneer Close, Northampton, on the day of the Royal Wedding.

But their bodies weren't discovered until two days later when a worldwide hunt was launched for prime suspect Anxiang Du, 52 - a former business partner of Helen.

An investigation by the Independent Police Complaints Commission has concluded that the way Northamptonshire Police handled the call was 'unacceptable' after analysing the chain of events from when Xing called them to say her parents were being attacked.

●Insufficient checks were carried out to determine the correct address of the caller

The report said: 'The standard by which police handled the call was unacceptable. There was no clear force policy in place for handling abandoned 999 calls and the relevant call handler had received insufficient training.'

IPCC Commissioner Amerdeep Somal said: 'Our findings have to be viewed against a high volume of emergency calls the police deal with, but our investigation has found this particular 999 call was badly mishandled.

'An incorrect location for where the call originated from led to potentially crucial minutes of police time being wasted.

'And the recording of a specific, wrong address on the incident log misled officers into believing that all was apparently well when the reality was the extreme opposite.'

The IPCC investigation found that the force control room supervisor has a case to answer for misconduct as the decision to close the incident was taken without sufficient information or proper risk assessment.

It was decided that the actions of the relevant call handler were in part a consequence of organisational failings around a lack of policy and training and the member of staff would therefore be dealt with by the force for performance issues.

The civilian call handler has recently taken voluntary redundancy from Northamptonshire Police. The family of the Dings have been informed by the IPCC of its findings.

Some years ago, I had friends Lou and Wing who ran a Chinese restaurant in Chelmsford. They were always telling me stories of either the very 'late' arrival of police, or no response at all, when they made calls about late night problems with rowdies (or worse). Lou's son eventually qualified as a lawyer, but I don't know whether he investigated Essex Police (racist?)behavior.

I thought the call handler would know the telephone number of the emergency call. Can't that number then be traced to the correct address after the police went to an address where nothing was going on? To be fair to the call handler, we don't know how well the girl spoke English. I phoned the Police one morning at 6.15 whilst going to the newsagents for my paper. Two German Sheperd guard dogs had escaped from somewhere and were attacking people. The idiot of an operator told me to phone the dog warden after 9am when he came on duty. Fortunately I managed to flag down a passing Police car who quickly called for reinforcements and soon had the situation under control. I always tell my wife not to expect the police to turn up in an emergency, as in all likelihhood, they won't.. Time and time again, the police appear on TV after another fatal "error," and trot out the usual baloney - "We fell below expectations" or the classic, "Lessons have been learned." ... No, they haven't.. The Police couldn't get to the house fast enough to save that poor family from a horrible death ... but ... if journalists had been offering wads of cash for confidential information, you can bet your bottom dollar they'd have been there pretty smartish.. The Police are useless.. Just look at the "war on drugs" if you want to see how ineffective the Police are, or watch the scores of Police programmes on the television.. Most times it's like watching the Keystone Cops, and just as funny.. Watching them bumbling about like Mr Bean would be quite hilarious if the taxpayer wasn't paying them fortunes, and a massive pension when they retire at 50.. The Police are pathetic.

看他们像憨豆先生一样傻模傻样笨手笨脚，应该是非常滑稽可乐的，如果不是我们纳税人给他们发工资并在他们50岁退休后支付巨额养老金的话。

The way the Police are run now is a joke. They aren't concerned with justice or the truth they are only concerned with getting as many convictions as possible. The easier the better! The IPCC investigation found that the force control room supervisor has a case to answer for misconduct as the decision to close the incident was taken without sufficient information or proper risk assessment.

It was decided that the actions of the relevant call handler were in part a consequence of organisational failings around a lack of policy and training and the member of staff would therefore be dealt with by the force for performance issues.

Callers are likely to be frightened and shocked in the serious cases. This is worrying. Northampton had no policy for abandoned 999 calls. Quite amazing.

Some years ago, I had friends Lou and Wing who ran a Chinese restaurant in Chelmsford. They were always telling me stories of either the very 'late' arrival of police, or no response at all, when they made calls about late night problems with rowdies (or worse). Lou's son eventually qualified as a lawyer, but I don't know whether he investigated Essex Police (racist?)behavior.

I thought the call handler would know the telephone number of the emergency call. Can't that number then be traced to the correct address after the police went to an address where nothing was going on? To be fair to the call handler, we don't know how well the girl spoke English. I phoned the Police one morning at 6.15 whilst going to the newsagents for my paper. Two German Sheperd guard dogs had escaped from somewhere and were attacking people. The idiot of an operator told me to phone the dog warden after 9am when he came on duty. Fortunately I managed to flag down a passing Police car who quickly called for reinforcements and soon had the situation under control. When I told the Police about my phone call they just shrugged their shoulders and said it happens on a regular basis !!

I always tell my wife not to expect the police to turn up in an emergency, as in all likelihhood, they won't.. Time and time again, the police appear on TV after another fatal "error," and trot out the usual baloney - "We fell below expectations" or the classic, "Lessons have been learned." ... No, they haven't.. The Police couldn't get to the house fast enough to save that poor family from a horrible death ... but ... if journalists had been offering wads of cash for confidential information, you can bet your bottom dollar they'd have been there pretty smartish.. The Police are useless.. Just look at the "war on drugs" if you want to see how ineffective the Police are, or watch the scores of Police programmes on the television.. Most times it's like watching the Keystone Cops, and just as funny.. Watching them bumbling about like Mr Bean would be quite hilarious if the taxpayer wasn't paying them fortunes, and a massive pension when they retire at 50.. The Police are pathetic.

The way the Police are run now is a joke. They aren't concerned with justice or the truth they are only concerned with getting as many convictions as possible. The easier the better!
