PR-109-09, 14 March 2008 - Drug syndicates with wide network operations in various parts of Asia continue to use Filipinos as “drug couriers” to smuggle narcotics into mainland China, Hong Kong and Macau.
The Philippine Embassy in Beijing, People’s Republic of China reported that as of March 11 this year, 16 Filipinos – four in Guangzhou and three each in Xiamen, Shanghai, Hong Kong and Macau – have been arrested for suspected drug trafficking.
“The arrest of 16 Filipinos in mainland China, Hong Kong and Macau in a span of two months this year is very alarming. It also indicates that drug syndicates continue to recruit Filipinos as drug couriers unhampered,” Philippine Ambassador to China Sonia C. Brady stressed.
Ambassador Brady appealed “to our kababayans to heed the Philippine government’s numerous warnings and not allow themselves to be used as drug couriers by drug syndicates.”
Ambassador Brady further emphasized that China strictly imposes harsh penalties against persons caught in possession of prohibited or dangerous drugs. In China, trafficking of 50 grams or more of prohibited drugs may be punishable by 15 years in prison, life imprisonment or the death penalty.
In 2008 alone, 111 Filipinos – almost all of whom are women – were arrested for drug-related offenses in China, Hong Kong and Macau. This was a 594-percent increase compared to the 16 Filipinos arrested in 2007.
Of those arrested in 2007 and 2008, 22 have been imposed the death penalty, 12 were meted a life sentence, while 11 received prison sentences of 15-16 years’ imprisonment.
In this regard, the Department of Foreign Affairs reiterates its earlier warning to all Filipinos intending to travel to China to refrain from engaging in drug smuggling activities and to NOT ATTEMPT TO BRING ILLEGAL DRUGS INTO CHINA. UNDER CHINESE LAW, DRUG SMUGGLING IS PUNISHABLE BY LIFE IMPRISONMENT OR DEATH BY FIRING SQUAD.
The Department further reminds Filipino travelers to China or any other country to not accept packages from other people without knowing the contents of the said packages.
The Department continues to closely monitor the cases of Filipino travelers apprehended, sentenced to death and imprisoned due to drug related offenses in China. END
