DAMASCUS: A large car bomb exploded near a hospital in the central Syrian city of Homs on Saturday, killing 15 people and wounding dozens, Talal Barazi, the provincial governor said.

The Syrian Observatory for Human Rights monitoring group said the bombing killed 16 people and wounded dozens of others, “some of them in critical condition.”

An earlier toll by the monitor said that eight people had died.

Barazi said the blast, which hit the neighbourhood of Al Zahraa — where most residents belong to the same Alawite sect as president Bashar Al Assad — killed 15 civilians and wounded at least 64.

A medical source in the city, who did not give his name because he was not authorised to speak to the press, gave the same death toll but said 100 people were wounded.

“The explosion was terrifying. Body parts were on the ground. It was one of the biggest explosions to hit Homs,” a 28-year-old woman working in a neighbourhood coffee shop said.

“The blast left a huge crater, and people were running in every direction in fear of more explosions,” she added.

Barazi said the vehicle used in the attack had been carrying at least 150kg of explosives.

A second blast was heard in the city, but its cause was unclear, the Observatory said.

State television had earlier described the attack as “two large terrorist explosions.”

News agency Sana said the vehicle bomb had been packed with 150kgs of explosives. It published a photo of two men carrying a woman away from burning wreckage.

Footage on state television showed a chaotic scene with black clouds of smoke rising above twisted metal debris. People stumbled over the rubble as they tried to ferry people away from the site.

The attack comes just three days after hundreds of rebel fighters and civilians were evacuated from the city after a deal with Syria’s regime.

The deal, overseen by the United Nations, will see Homs’ last rebel-held neighbourhood, Waer, turned over to government forces in exchange for humanitarian aid for besieged residents.

The Britain-based Observatory and local activist groups said a UN convoy carrying humanitarian aid was due to enter Waer on Saturday morning, but there was no confirmation from UN representatives in Damascus.

Once known as the “capital” of Syria’s revolution, Homs will be under the full control of the regime by the end of January.

Busloads of Syrians including rebel fighters left the last insurgent-held area of Homs on Wednesday.

The rebels and their families are being moved to insurgent-held areas of the northwest near the Turkish border under the deal, an example of the type of local truce US President Barack Obama has said could happen in Syria more frequently. The deal echoes a local ceasefire agreed in September elsewhere in Syria under which rebel fighters were supposed to be transferred to Idlib, though it has yet to be fully implemented.

Witnesses saw 15 buses leave the area. Homs governor Talal Al Barazi told reporters 300 fighters were on board, together with 400 members of their families. The fighters took light weapons with them, he said.

More than 250,000 people have been killed in Syria’s conflict since it erupted in March 2011.

URGENT: Militants Start Retreating from Homs

TEHRAN (FNA)- Militants began evacuating Homs province in Central Syria under a deal signed with the government last week.
Last week Homs Governor Talal al-Barazi announced that militants of al-Wa'ar district in the city of Homs have reached an agreement with the Syrian government for their gradual exit.

"The militants and the government in a meeting on Tuesday agreed on gradual retreat of all militant groups from al-Wa'ar district," al-Barazi told FNA on Wednesday.

He noted that the UN representative also attended the Tuesday meeting.

Al-Wa'ar is the only remaining base of the militants in the city of Homs.

Reports said the large convoy of retreating rebels are leaving Homs City for Idlib in Northwestern Syria.

Syrian city of Homs and the Syrian government have reached a deal Tuesday returning state control to Homs for the first time since 2011, the Associated Press reports.

The neighborhood of Waer was the last area in Homs under rebel control. According to opposition activist Bebars al-Talawy the 3,200 or so fighters who will leave the Waer to other insurgent controlled areas in Syria were from 45 separate factions, a major one being al-Qaida affiliate al-Nusra front.

Homs was one of the first cities to rise up against the Assad regime and was known as the “Capital of the Revolution.” The government has been gradually taking back control of it, this deal is similar to a May 2014 one in which 1,200 rebels left a central Homs neighborhood. This is an another victory for the Syrian government coming weeks after the regime regained control of Kuweires airbase.

The Homs area also was recently barrel-bombed bombed by Syria Saturday wounding 47, almost half of which were women and children. Doctors Without Borders said, “As the bombings continued and caused damage to the hospital, many of these patients had to be moved to other hospitals and five people died in transit.”
