Yemen in talks with China about procurement of strike aircraft

Yemen has opened discussions with China about a possible procurement of strike aircraft in a bid to enhance the capabilities of its air force: the poorest in the Arabian peninsula.

China has been marketing its J-10 and JF-17 multirole strike aircraft to comparatively cash-strapped governments in Africa and Asia. Countries that have expressed interest include Azerbaijan, Nigeria, Zimbabwe and Egypt, many of which sent representatives in April to a demonstration of the J-10.

Yemeni Interior Minister Mutahar al-Masri met on 9 December in the Yemeni capital Sana'a with representatives of China's aviation industry as well as Beijing's ambassador to Yemen, the state-run Yemen News Agency reported. Al-Masri discussed "the possibility to support the ministry with a number of aircraft to serve security duties", the news agency said, as well as expanding security co-operation with China.

Yemen's air force, consisting mainly of obsolescent Soviet-era aircraft, is suffering owing to factors that include shortages of funding, a lack of replacement parts, inadequate maintenance and inconsistent training for its pilots.

Pilot accidents reportedly have claimed two of the air force's MiG-29s in recent weeks.

The negotiations appear to be in the early stages. One Western official with long involvement in bilateral military aircraft sales told Jane's on 14 December that the interest in the deal was largely on Yemen's part. Yemen is probably pursuing a purchase of the JF-17, jointly developed by the Chinese and Pakistan, which, with an expected unit price of USD15 million, is comparatively cheap, the official said. China's J-10 reportedly has a unit price of USD27 million.

China is seeking to use aircraft sales in part to build strategic partnerships with countries in the developing world, particularly countries with vital natural resources, offering them easy terms, such as grants, gifts or low-interest loans.

Yemen, with sea ports but comparatively few strategically important resources of its own, appears to be low on the list of countries that China is interested in as customers for its aircraft, according to an independent assessment by the Western official.
