航空业和国防联合体的整合都是政治作为诱因的,  

为了争取俄的支持, 乌克兰总理季莫申科在前不久和普大的会谈中主动提出两国航空业的整合,

那就是安东诺夫及其下属的机构还有两个发动机设计局.....................

安东诺夫目前也是在对公司进行资本化, 准备整合进UAC,发动机部分也准备好了,

为啥?

第一,政治动因

第二, 现实需求, 设计个飞机, 大部分部件的制造都在俄,

制造设计个发动机,测试机构在莫斯科,制造的核心能力也在俄..................

他说的不光是pa90, 而是所有苏联发动机的质量不比西方发动机差,甚至说没有波音飞机上的发动机可以通过他们的测试程序。

道理很简单,波音和洛马是美国政府的钱养的私营公司,特别是洛马。波音就不一样一点,在民用飞机上,波音几乎是完全靠自己,所以过去每次美国政府要和中国叫真,波音就跳出来反对。吕秀莲到美国要看看波音被碰一鼻子灰


在l15发动机的问题上,乌克兰政府没有什么出钱的事。
