The price is not only factor to choose China. This desicion is given to create "national long range air defence system" which required impressive technology transfer for not only missiles but also other subsystems so I think China is sole partner willing to share their technology with Turkey (I think).

While I applaud Turkey for trying to develop its own defense industry, I have to say that the choice of a Chinese knockoff of the S-300 seems like a less than ideal place to start.
