在和别人讨论问题的时候，说到这个问题。不过，我上网查了一下印度医保开支和中国医保开支，得不到确切数据。
在中国方面，就看到一句话，中国的医疗开支投入不到GDP的2%，至于医保数据就不知道了。

The total plan expenditure incurred by the Union Government for public health for the years 2007-08 to 2010-11 is as follows:

Government has increased the plan allocation for the public health spending to Rs. 26,760 crore in 2011-12 from Rs. 22,300 crore in 2010-11 and Rs.19,534 crore in 2009-10 respectively.
This information was given by Union Minister of Health & Family Welfare Sh. Ghulam Nabi Azad in written reply to a question in the Lok Sabha.
