KATHMANDU: A jumbo Chinese delegation headed by Chinese president Hu Jintao's special envoy signed four pacts on Wednesday worth over $50 million with the caretaker government of Nepal while the turbulent republic's southern neighbour India hesitated to make diplomatic forays. 

周三，由国家主席特使带领的中国代表团与尼泊尔看守政府签署了总值超过五千万美元的四个协议，而这个动荡国家的南方邻居印度却迟迟没有外交动作。

A 60-member Chinese delegation led by Zhou Yongkang, a senior member of the Standing Committee of the politburo of the Communist Party of China, that also includes three ministers and four assistant ministers, did not put their three-day trip to Nepal off despite the fall of the Jhala Nath Khanal government last week.

Instead, they arrived in Kathmandu on Tuesday as per schedule and went on with their meetings with top politicians, ministers and the head of state as if nothing untoward had happened.

The delegation met caretaker Prime Minister Khanal on Wednesday, signing a $50 million economic and technical cooperation, an agreement on providing a $24 million soft loan for a hydropower transmission line project, a $2.5 million security project meant to enhance the capacities of Nepal Police, and a preliminary agreement to provide other concessional loans.

According to a press statement issued by Khanal's foreign affairs advisor Milan Tuladhar, the outgoing premier said the visit, "made at such a critical juncture of the transition period in Nepal: showed Beijing's "sincere spirit of friendship" towards Nepal.

Expressing the hope that the two neighbouring countries would continue to have closer ties and economic cooperation in the days to come, Khanal extended an invitation to Chinese Premier Wen Jiabao to visit Nepal at his earliest convenience.

By contrast, there has been no visit by any senior Indian official since a three-day official trip by Indian external affairs minister SM Krishna in April. Though Indian finance minister Pranab Mukherjee was to have paid a visit after that, it was put off at the last minute.

While Nepal had been trying to fix Khanal's visit to India during the six months that he was in power, it could not be worked out. Neither has New Delhi been able to get Nepal to ink any of the pending bilateral pacts, like a revised extradition treaty.

Also, all Nepal governments have maintained the same policy towards its northern neighbour China.

Majority of Nepalese are not against Indian friends. It's Indian government that is listining to RAW. Raw is very active in Nepal, which is not good for both countries. I can understand that if Indian politicians do not listen to RAW, their pilitical career will have a question mark. Nepalese people are peace lovers and would like to have a good friendship with north and south, but India has to understand and do not intervene in any matter.

Indian governments, primarily congress led, never had a vision and passion to strengthen and further the geo-political advantage of India in our region. Common India, you have so many things to do in your own country. Rather than watching whats happening between China n Nepal, it would probably be better to do things for your own country. Everybody in Nepal is taking the support from China positively. So, why are yoy having troubles or being jealous???? So, toi, pls try to focus on your own issues like Anna, corruption, unemployment, poverty sort of things.

China has its own priorities and notions o neighbourly relations. It is not worried about the kind of govt China's neighbouring countries have. The Chinese leader are always on the look-out to gain political advantage and mileage without waiting for the new Prime Minister to be chosen as hashappened in Nepal. China is extending economic aid to all its neighbouring countries but as everybody knows it is not that altruistic. China knows how to 'get' the returns in the form of concessions. Time was when Nepal was considered to be a kind of sentinel for India but no more. In fact Nepal, because of its unstable govts, has become a sort of problem for India. China has gained an upper hand in that country and that does not bode well for India.

中国对于周边关系有自己的重点和准则，它才不关心邻居有什么样的政府。中国领导人不会干等新政府就位才下手捞取政治好处。中国给所有的邻居经济援助，但大家都知道它并非如此大公无私。中国知道如何通过让他国让步以获取回报。过去尼泊尔是印度的哨兵，但这样的日子一去不复返了，由于国内动荡，已经成了印度的问题。中国在尼泊尔得了先手，对印度不利。

My only comment is that we have a lot to learn about Chinese, of their intentions, their methods, their long term plans. I am afraid the leaders of this country visited china with blind folded vision and came back happy that they have achieved a great success. That country is encircling India from all directions and slowly will start taking bites.

Aggresive Foreign Policy is the order of the day ! It was the same during cold war period also where USA and Soviet Union tried to draw in more frnds with the policy of mutual cooperation. Indian Foreign Policy is however always a wait and watch one which had never really paid dividends in the short run
