<Kanwa News May 2nd 2003> Andrei Chang (Pinkov), Kanwa editor commented on China's Type 035 "Ming" accident today. He said the official document of the China State Shipbuilding Industrial Company indicated the total number of crew on "Ming" class submarine was 55, while the actual number of casualties in the incident was 70. Technical personnel may have been involved some of the new systems testing.

Pinkov excluded the possibility that the submarine had encountered fatal mechanical problems. Xinhua News Agency said it was mechanical problem. Judging from the depth of water at the site of the incident (19-30 meters), China has the rescue capability to handle any mechanical incident due to improper operation of the submarine. At least some of the staff on the submarine can escape through the torpedo launching barrels.

Pinkov added that after the incident, very rarely, China released the news of the tragedy in a very fast manner, indicating that it has learned lessons from the covering up process of the outbreak of SARS in the country. SARS is the China version of Chelnobele incident, a tragedy that directly led to the implementation of "GULASNOSCHI" during the Gorbachev administration. An all-round information openness means a drastic political change in China will be inevitable.

In addition, after the "Kursk" incident, the major countries around the world have become very sensitive to submarine tragedies. Due to their concern over nuclear radiation, Japan and South Korea will surely release the information about the incident shortly.
