OAK RIDGE, Tenn. —

There has been renewed interest in nuclear power in the past few years, and two recent speeches in Oak Ridge touted small modular reactors as an optional energy source, with one possibly located in the Secret City.

Those small reactors could produce 125 megawatts, or about one-tenth the power of a large, traditional nuclear reactor.

U.S. Sen. Lamar Alexander, a Tennessee Republican, has urged Energy Secretary Steven Chu to consider using a small, modular reactor at Oak Ridge National Laboratory. A 125-megawatt nuclear reactor could generate enough electricity to power the Oak Ridge National Laboratory and the Y-12 National Security Complex.

One possible site would be the former Clinch River Breeder Reactor site, a 1,300-acre site in West Oak Ridge, where a now-scrapped reactor was to be built in the 1980s.

At one of the two recent speeches, Andrea Sterdis, Tennessee Valley Authority senior manager for strategic nuclear expansion, said the public utility is trying to help make the Oak Ridge Reservation, which uses lots of electricity for supercomputers and other activities, become &quot;greener.&quot; Only 30 percent of the power supplied by TVA, which mostly relies on coal-fired plants, is &quot;clean electricity,&quot; Sterdis said.

Powering Y-12 and ORNL with a small modular reactor could allow the two U.S. Department of Energy facilities to disengage from the main electrical grid, Sterdis said during a recent presentation at Lunch with the League, a regular event sponsored by the League of Women Voters of Oak Ridge.

&quot;That's a big security advantage,&quot; she said.

A small modular reactor could reportedly cost between $500 million and $800 million.

According to lab officials, ORNL is interested in the proposal because it could, among other things, reduce carbon dioxide emissions produced by power plants that supply the lab's electricity.

ORNL Director Thom Mason has said there is a new federal executive order to &quot;green the government,&quot; with a goal of trying to reduce carbon dioxide emissions during the next 10 years. He said the proposed 125-megawatt reactor would make the Oak Ridge Reservation's electrical supply &quot;non-emitting.&quot;

Alexander said the reactor would meet 48 percent of DOE's greenhouse gas reduction goals.

Sterdis said atomic energy can reliably provide electricity at competitive rates and with no emissions while boosting economic development. She said the costs of coal and nuclear power, in terms of cents per killowatt-hour, are much lower than gas and oil plants, and also less volatile.

&quot;You have to think about the reliability of it all and what it's going to cost,&quot; Sterdis said, comparing nuclear power to renewable energy, including wind turbines.

&quot;Tennessee is not a great place to put up wind turbines,&quot; Sterdis said.

While the operating costs of nuclear power are very low, the &quot;upfront&quot; construction costs are high, Sterdis said.

Of course, there are issues associated with using nuclear power, including the controversial question of what to do with the used fuel.

In June 2009, Babcock and Wilcox Co. of Lynchburg, Va., announced plans for a new class of small reactors to be built in North American factories and shipped by rail to generating sites. At that time, a TVA executive said the public utility would study the Clinch River Breeder Reactor site as a potential home for one of the reactors.
