就算石油涨价大发，伊拉克新政府也拿不出100多亿美元来买那么多的装备。08年全年伊拉克的石油收入估计也就750亿美元（伊拉克财政部长自己估计的，而上半年好像已经收入330亿美元了），除去政府开支和人民生存必要的花费，应该没什么结余。
但如果是米帝军援，米帝应该不会上M1A1这种玩意儿给新伊军啊，与其军援重型坦克，还不如多援助点M1117更有利于反游击作战。

新华网巴格达７月１４日电 伊拉克财政部长苏拉格１４日对媒体说，由于国际市场石油价格高涨和国内石油产量增加，伊拉克今年的石油收入预计将超过７５０亿美元。
苏拉格说，因石油价格飙升，伊拉克财政收入大幅增加，原计划今年全年４８３亿美元的预算在上半年就已经执行完毕。７月初新追加的２１０亿美元预算将用于石油、电力、安全、公共服务和住房等领域。
石油收入约占伊拉克财政总收入的９３％。伊拉克政府最初是按照每桶５７美元的价格制订２００８年财政预算的。
苏拉格称，不断增长的石油财富是伊拉克实现和平的关键，石油收入为伊拉克通过开展经济重建和创造就业机会从而实现和平提供了充足的资金。
