What India can learn from China

Hong Kong (CNN) -- I met an entrepreneur recently who was comparing doing business in Asia's two biggest countries. "When I'm in India," he said, "I spend the first 40 minutes of any meeting exchanging niceties. In the last five minutes, we get to business." What about China? "We do business for 40 minutes. Right at the end, we chit-chat for five."

It's only an anecdote, but the results seem to bear it out. China gets things done; India invents ways not to. China dazzles the world by hosting an impeccable Olympics; India struggles to complete basic infrastructure for the Commonwealth Games.

Perhaps that's why it's fascinating to watch the rise of India's Narendra Modi, the man many believe will be India's next Prime Minister. Modi's sales pitch is simple: he gets things done. For Indians, it's a seductive notion: Can India be like China?

There is no doubt that India has room to improve. Consider productivity: India's ranks 60th in the world on the World Economic Forum's ranking of countries by competitiveness (China is 29th). Or consider ease of doing business: the World Bank ranks India 134th in the world. If you want to start a business, the World Bank says India ranks 179th in the world -- in other words, go ahead and explore opportunities in 178 other countries before you settle on India. It's as good as putting a "closed" sign on the shop door.

For businesses in India and beyond, Modi represents an end to red tape. India's financial markets are salivating at the prospect of his leadership -- stocks are up 20% since his candidacy was announced last September.

If you speak to voters in his home state of Gujarat -- which has flourished with Chinese levels of growth under his leadership in the last decade -- Modi represents the joys of getting rich. Sounds familiar? That's because it evokes Deng Xiaoping, the Chinese premier who kick-started national reforms and an unprecedented period of growth.

It's not just Deng. Modi has been compared to a number of world leaders. Some say he would be like Lee Kuan Yew, Singapore's visionary leader. (Note that implicit in these comparisons is the understanding that Modi could tend toward being authoritarian).

Others say the best person to compare Modi to is U.S. President Ronald Reagan -- because both were outsiders resented by traditional elites. Still others insist the best analogy is former British PM Margaret Thatcher, because of their shared appetite for privatization and small government.

Modi could be any -- or none -- of those leaders. The truth is we just don't know; we don't have enough information about his track record, and how it could translate across India. But the larger point is that this is not just about Modi, it's about India.

The Carnegie Endowment's Milan Vaishnav rightly points out that even the most reform-minded prime minister would face many hurdles. Among them, Vaishnav cites a J.P.

Morgan study of 50 of the central government's stalled investment projects: 40 of them fell through because of state, and not central, red tape. Constitutionally, there's little a prime minister can do about that, no matter how reform-minded.

Let me use another anecdote to explain the task ahead for the world's biggest democracy. Indians are infamous for being unpunctual. So, one wonders, is that genetic? Are Indians inherently prone to being late to meetings? The answer is no. Take an Indian who is unpunctual, and place him in New York -- he'll likely be on time for every meeting he schedules.

Similarly, a New Yorker would likely become unpunctual in New Delhi. The reason is that punctuality is based on economic incentive -- if everyone is always on time, then it makes sense to make an effort to be on time. It follows then, punctuality is based on inertia. If everyone's doing it, it's in your best interest to follow suit.

In a free democracy like India, progress is based on inertia, too. Everyone needs to push at the same time. Indians can dream to have cities like Singapore, Hong Kong or Beijing. But to do so they will need more than just one reform-minded leader. They will need change from the bottom up.

For better or worse, such is the nature of India's secular, constitutional democracy. India can certainly learn from China. But to do that, it doesn't have to become China. In the next few weeks and months, that is the issue Indians will be debating.

If anything the new Indian leader may learn from China, is to never be afraid to try your own system. In the early days of reform China used many unorthodox methods that made Western economists shake their heads and scoff, and then ten years later they were all baffled at how the results were possible, and then had to redesign all their mathematic models to fit the Chinese data.

The lesson here is, be confident but realistic of what country you are right now and never lose sight of what you set out to do. Do not simply copy European system, American system or even Chinese system, they won't work 100%. India needs to combine all the lessons learned from those countries, and come up with a model that fits their own need. And never get discouraged by those naysayers from us developed countries! Chinese economic planners have never listened to those trash talk but things turned out better for them anyway.

MODI will improve manufacturing sector in INDIA . since we have lower Rupee value and more manual Labor than china , we can produce goods much more cheaper than them and at faster rate . we can sell all the products made in India to the world if we can maintain standards . only thing we need to learn from them at this point is improving the working skills of the huge educated population . we have around 3 million engineers graduating every year . if we can guide them in a right way by giving right training in industrial production we can see wonders. already we are good in information technology . if we can do that china is going to have some tough competition from us . we have more working population than them . only waiting for right leader to take right initiative . MODI has all ways focussed on manufacturing sector . so china here we come .now we can give some options to the world to buy things . from now on they wont say " everything is made in china" by western countries . we will give them options . hope in ten years we will achieve . and the editor is an Indian and i thought he would give more insight . our only focus should be manufacturing sector and that is the only thing we should learn from china .

other than that we have NOTHING to learn from china . we have democracy and freedom for citizens . thats more than enough. now its time for producing goods to sell to the world . china here we come ." try to stop us if you can" guys we will improve slowly in other aspects also . first we need money to improve or eradicate poverty . so the Indian economy is already some what stable to recessions . when entire world has recession our economy did not shake in 2008 . our focus is to increase our income by production . we can havemore stable income . forget about all the nonsense racist comments saying "india is rape capital and poo in public" . they write to irritate us and they are mostly from fake ids . don't worry about morons and fake names . this shows they are ignorant fools and that they don't have much knowledge on India and that is the maximum input they have . i am optimistic . in ten years china is going to have tough competition from India in manufacturing and that is for sure .

"and more manual sector in India" US and especially Japan has lesser population than India but why they strived? Henry Ford came up with automization system which brought revolution into American economy and followed by Japan. Manual Labour will not provide high quality goods at cheaper price because Manual Labour will never be cheap forever. This is the difference between China and India.

China progress as a nation. Today, they are the highest investors especially in properties in US and Europe infact all around the world. In India those rich people always one poor people to remain poor forever. Never want to progress as a Nation. You are not sharing your knowledge with other helping others to progress together. So poor people will be always there and as long as a nation a poor people, it will not progress. Look at China and compare the number of poor people. What your capable are doing?

They do not stay to improve the situation, they are running to US, Europe and even smaller countries such as Singapore to contribute to others. The author wrote about Singapore, let it be Singapore, China, India, Japan or South Korea, all these people are basically chinese or with chinese majority or chinese look-alike people. What about the Indians, no matter how capable they are once the whites came to rule India for 210 years now, they are going to thier countries and be slave of the whites or the Chinese.

Singapore such a tiny island could progress without any natural resources including drinking water could progress and surpass India. So in a nutshell, even if the god re-incarnate in India to progress it, the god too will not be able to do it. The actual problem is with them-thier attitude against others. Always hoping someone to come and make the difference. How much have they done themselves? So this article is just a waste of time like how the author have wasted his time writing this.

it wouldn't matter if Modi is some extraterrestrial super being, india is not going to go even near China's pace of development in the foreseeable future. China had the most efficient bureaucracy in the ancient world.

to put it into perspective. when Europe is in the dark ages and countries like india are still favor bloodline over ability and merit China already had a comprehensive nation wide civil service examination system where government officials are being appointed by their merit and knowledge, this was in 600AD.China had a centralized bureaucracy since 221 BC, india is still struggling in 2014.

india needs a strong man to break the bad traditions of india and their spirits only then a new more efficient india can arise. just look at all late comers to the Industrialization, Imperial Germany had Bismark, Japan had Emperor Meiji and his militaristic followers, South Korea had their shares of dictators, China had Mao then Deng. Russia had Stalin. these are all strong men who first abolished the bad traditions of the old and planted the seed for each of those countries to prosper later.

China's bureaucracy is not so "efficient" as it is brutal. Inherently corrupt, it moves thousands almost over night to accommodate some project in which millions of yuan have traded hands. The Chinese Communist Party exists to keep itself in power and nurtures a military and state police system which makes sure everything stays "efficient". After decades in power, the Chinese people have little to no say in their government - they are pawns in a giant Ponzi scheme where first in take advantage of those trying to get in....and those who do not make the grade emigrate while those who do not emigrate and still do not make the grade are forced to meander among the billion hoping for their shot while pulling a cart. India has its problems, but China's communist government may not be the nation to emulate. Taiwan may be the better choice - a far higher per capita gdp, economic success and a democratic government which gives the power of choice to the people.

Indeed. A friend said China would fall apart in a few years, and I asked why in a few years, not any time in thousands of years?China is fraught with problems, so I didn't expect China could develop so fast. I think the reason is merely that Chinese worked hard while other people were complacent about their "system". Sometimes it's better to roll up sleeve and get things done than to just talk and feel good.

Looking at those Chinese in different countries, they are adaptable to environment (some can make living in the desert of Israel), and the current environment inside China - like it or not - isn't that bad at all. Dictatorship doesn't dictate that people can't get rich. I guess that's quite fair enough for diligent Chinese.

China has spent the last 40 years sending their best and their brightest to study business and economics at Western universities and then gain practical experience by working for some of the most prestigious financial firms in the West, after which time they repatriated back to China with incentives from the Chinese government to recreate those types of businesses in China. That is what India needs to learn from China.

India's brightest students are already studying in western university..Unfortunately ,problem lies with the fact that these students rarely return back to India (may be they feel odd or see no future coming back) rather they help these western countries in future by becoming citizens of these countries.

India has a better example to emulate and that is America after WW2. America became the most prominent and influential country in 60s and 70s. Also America used to be the world leader in science and technology but not anymore. India should strive to become like America during space age. Sky is the limit. America of today is nothing like America that went to the moon.

In that case, India should probably begin supporting scientific institutions even more. They've done much in exploring space over the years (they launched a Mars probe during the shutdown last year), just think about what other wonders they could do in the next few.

Let's take a look at that system....

China's economic growth tapering off, which is expected. However, the current growth stymied right now because of their absolute disregard for safety and pollution, leaving to pullouts of foreign investors. Future growth will also be hampered by lack of workers because of their 1 child policy. Usually aging society issue is a developed nation's issue like Japan and European nations, where our infrastructure is capable of making the adjustment. For a developing nation... that is unheard of and problematic.

Of course, let's not overlook how every building, skyscraper, highway, bridge, etc... are made by the lowest bidder with millions embezzeled ... Should we remind ourselves of the super high-speed rail tragedy?
