MANILA,Philippines (AP) — The United States and the Philippines have reached a 10-yearagreement that would allow a larger U.S. military presence in this SoutheastAsian nation as it grapples with increasingly tense territorial disputes withChina, White House officials said Sunday.
TwoPhilippine officials confirmed the agreement to The Associated Press before theWhite House announcement.
TheEnhanced Defense Cooperation Agreement would give American forces temporaryaccess to selected military camps and allow them to preposition fighter jetsand ships. It will be signed Monday at the main military camp in the Philippinecapital, Manila, before President Barack Obama arrives on the last leg of afour-country Asian tour, following earlier stops in Japan, South Korea andMalaysia.
APhilippine government primer on the defense accordthat was seen by the AP did not indicate how many additional U.S. troops wouldbe deployed "on temporary and rotational basis," but it said that thenumber would depend on the scale of joint military activities to be held inPhilippine camps.
Thesize and duration of that presence still has to be worked out with thePhilippine government, said Evan Medeiros, senior director for Asian affairs atthe White House's National Security Council.
Medeiros declined to say whichspecific areas in the Philippines are being considered under the agreement, butsaid the long-shuttered U.S. facility at Subic Bay could be one of thelocations.
Thetwo Philippine officials spoke with the AP on condition of anonymity becausethey were not authorized to discuss details of the pact before it is signed.

Thedefense accord is a new milestone in the longtime treaty allies' relationshipand would help address their respective dilemmas. With its anemic military, thePhilippines has struggled to bolster its territorial defense amid China'sincreasingly assertive behavior in the disputed South China Sea. Manila'seffort has dovetailed with Washington's intention to pivot away from years ofheavy military engagement in the Middle East to Asia, partly as a counterweightto China's rising clout.
"ThePhilippines' immediate and urgent motivation is to strengthen itself and lookfor a security shield with its pitiful military," Manila-based politicalanalyst Ramon Casiple said. "The U.S. is looking for a re-entry to Asia,where its superpower status has been put in doubt."

Theconvergence would work to deter China's increasingly assertivestance in disputed territories, Casiple said. But it could also furtherantagonize Beijing, which sees such tactical alliance as a U.S. strategy tocontain its rise, and encourage China to intensify itsmassive military buildup, he said.
Hundredsof American military personnel have already been deployed in the southernPhilippines since 2002 to provide counterterrorism training and to serve asadvisers to Filipino soldiers, who have been battling Muslim militants fordecades.
Theagreement states that the U.S. would "not establish a permanent military presenceor base in the Philippines" in compliance with Manila's constitution. AFilipino base commander would have access to entire areas to be shared with American forces, according to the primer.
Therewill be "utmost respect for Philippine sovereignty," it said.

Disagreementsover Philippine access to designated U.S. areas within local camps had hamperedthe negotiations for the agreement last year.
Theagreement would promote better coordination between U.S. and Filipino forces,boost the 120,000-strong Philippine military's capability to monitor and securethe country's territory and respond more rapidly to natural disasters and otheremergencies.

Whilethe U.S. military would not be required to pay rent for local camp areas, thePhilippines would own buildings and infrastructure to be built or improved bythe Americans and reap economic gains from the U.S. presence, it said, adding the pact was anexecutive agreement that would not need to be ratified by thePhilippine Senate.
Thepresence of foreign troops is a sensitive issue in the Philippines, a formerAmerican colony.
Left-wingactivists have protested against Obama's visit and the new defense pact in smallbut lively demonstrations, saying that the agreement reversesdemocratic gains achieved when huge U.S. military bases were shut down in theearly 1990s, ending nearly a century of American military presence in thePhilippines.
ThePhilippine Senate voted in 1991 to close down U.S. bases at Subic and Clark,northwest of Manila. However, it ratified a pact with the United Statesallowing temporary visits by American forces in 1999, four years after China seized a reef the Philippines contests.
Followingthe Sept. 11, 2001, attacks in the United States, hundreds of U.S. forcesdescended in the southern Philippines under that accord to holdcounterterrorism exercises with Filipino troops fighting Muslim militants.

Ithink we need to change the Philippine constitution then, to allow theestablishment of permanent american military bases. Less military spending forour government then. And an advance strategic outpost for American Military inSE Asia of which would be of great use for them. hmm, hehe
Afterall the Philippines would not be able to defend its territory against theChinese military might in case of war/conflict. And speaking of getting readyfor the war,or preparing for anything, it might take decades for our country tobe able to defend and well equip its military really. Wellnot unless we had an economic boom like the US had after world war 2, else.Our long time ally could help us in this early stages of boosting our militaryby providing protection for the sake of security and balance of power inAsia.

Ifthe United States wants to do a better job of preventing China from taking overthis territory and becoming the future world economic leader, perhaps we canstart by returning all factories and offshored jobs back to America, and stopstocking 90% of our retail shelves with Chinese products. Imagine whatreturning all this to the United States would do for national security,reducing China's growing military that we may one day go to battle with,reducing our deficit and building a surplus, and putting over 10 millionAmericans back to work again.

Thepresence of foreign troops is a sensitive issue in the Philippines, a formerAmerican colony.
Left-wingactivists have protested against Obama's visit and the new defense pact in smallbut lively demonstrations, saying that the agreement reversesdemocratic gains achieved when huge U.S. military bases were shut down in theearly 1990s, ending nearly a century of American military presence in thePhilippines.
ThePhilippine Senate voted in 1991 to close down U.S. bases at Subic and Clark,northwest of Manila. However, it ratified a pact with the United Statesallowing temporary visits by American forces in 1999, four years after China seized a reef the Philippines contests.
Followingthe Sept. 11, 2001, attacks in the United States, hundreds of U.S. forcesdescended in the southern Philippines under that accord to holdcounterterrorism exercises with Filipino troops fighting Muslim militants.

Ithink we need to change the Philippine constitution then, to allow theestablishment of permanent american military bases. Less military spending forour government then. And an advance strategic outpost for American Military inSE Asia of which would be of great use for them. hmm, hehe
Afterall the Philippines would not be able to defend its territory against theChinese military might in case of war/conflict. And speaking of getting readyfor the war,or preparing for anything, it might take decades for our country tobe able to defend and well equip its military really. Wellnot unless we had an economic boom like the US had after world war 2, else.Our long time ally could help us in this early stages of boosting our militaryby providing protection for the sake of security and balance of power inAsia.

Ifthe United States wants to do a better job of preventing China from taking overthis territory and becoming the future world economic leader, perhaps we canstart by returning all factories and offshored jobs back to America, and stopstocking 90% of our retail shelves with Chinese products.
