staff是参谋部的意思,command staff究竟是指军区的什么机构,我不太确定
air component为合成部队中的空军部分

因为涉及到解放军的一些机构名称,翻译务必要准确

In addition, the PLAAF's close identification with Minister of Defense Lin Biao and leftist radicals during the Cultural Revolution left the air force politically suspect afterward. China's domestic turmoil shredded the PLAAF officer corps and severely disrupted the country's aviation manufacturing infrastructure. In essence, the Cultural Revolution cost the PLAAF almost two decades of development and sharply diminished its political influence. The air force is still struggling to overcome this legacy. All military forces are products of the "tyranny of the past" to some extent, and the PLAAF is an especially vivid example.

Although the PLAAF has begun purchasing advanced Russian equipment again, such as the Su-27 fighter, the SA-10 SAM system, and a limited number of Il-76 transports, it is unlikely that rapid modernization using Russian-built systems will occur during the latter half of the 1990s. Such purchases would require major infusions of scarce financial resources. China's defense purchasing power declined substantially during the 1980s, and inflation combined with changes in currency-conversion practices have limited the impact of recent increases in defense budgets. But the readiness of the Chinese leadership to allocate appreciable foreign exchange for these recent purchases demonstrates a growing realization of the severity of the PLAAF's modernization problems.

One possible solution to China's airpower modernization dilemmas would be a coproduction agreement between China and Russia for a modern aircraft, in an arrangement comparable to transactions undertaken in the 1950s, or a codevelopment arrangement with Israel. Regardless of the specific aircraft in question--e.g., the Su-27, MiG-31, or a Chinese variant of the Israeli Lavi--there are major uncertainties about the long-term prospects for success in any such undertaking. These uncertainties include very long production lead times, the extent of China's budgetary commitment to any such project, the willingness of foreign suppliers to transfer the full spectrum of technologies involved in a modern combat aircraft, the prodigious development costs that would be associated with a full-scale program between China and a foreign supplier, and (perhaps most important) the ability of Chinese research and development personnel to assimilate and integrate newer technologies fully. Even assuming that all these uncertainties can be satisfactorily resolved, there are the equally daunting tasks of maintaining high-technology systems that are well beyond the sophistication of aircraft in the present PLAAF inventory and of the air force being able to utilize such capabilities fully in training and in combat.

At the same time, to garner sufficient political and bureaucratic support within China, any such project must move from the coassembly phase to production with full domestic content. As with numerous joint-venture projects in China, this will be a slow process and might not reach fruition. This would leave the air force unable to modernize its force structure for many years to come while facing a serious block obsolescence problem (in particular, the need to replace the F-6 fighter aircraft, a Chinese-built MiG-19, which constitutes over half of the PLAAF and naval aviation force structure). If Chinese fighter and bomber production continues at its present rate, our estimates indicate the PLAAF will be roughly half its current size in ten years. Moreover, except for a small number of advanced fighters procured from Russia, the preponderance of China's force structure early in the next century will consist of fighters that today would be considered obsolescent.

Continuing Force Structure Limitations翻完了,這是Training Deficiencies的第二段.

Moreover, there are questions about the value of this training. Most fighter training sorties, for example, last about 45 minutes, and the majority of the flight time is spent on navigation. There is virtually no simulator training, except on very rudimentary systems. According to an internal Chinese assessment in 1990, the poor quality of the training has made the air force deficient in night combat and poor-weather flying, low-altitude attack tactics, mobility and deployment capabilities, and combat flying against dissimilar aircraft.

Attempts to increase training time would be very costly and would also require the PLAAF to address its serious maintenance problems. In addition, there is a lack of combat experience. For example, probably no active-duty pilots are left with any wartime experience in air-to-air combat. Matters are rendered worse by the rigid structure imposed upon the pilots, such as strict ground-controlled intercept and lack of initiative, which will continue to restrict the air force's capabilities.
