人民网堪培拉3月24日电(记者 李景卫)据《澳大利亚金融评论报》和天空卫视澳大利亚新闻台报道,澳大利亚政府以担心来自中国的网络攻击为由,禁止华为技术有限公司对数十亿澳元的全国宽带网设备项目进行投标。报道认为,禁止华为投标一事将成为澳大利亚与其最大的贸易伙伴双边关系的重要考验。
  根据报道,澳方禁止华为投标的理由很牵强,主要是华为的总裁任正非曾是中国人民解放军的军人,并且他从不接受媒体采访。澳方同时认为华为与中国政府有关联。
  华为正在通过各种渠道公开据理力争。但澳大利亚司法部长尼可拉?罗克松对这一决定持强硬立场。报道援引澳大利亚政府一位女发言人的话说:“作为一项战略和政府的重要投资,我们有责任尽最大努力保护(全国宽带网的)完好性及其运载的信息。这与澳大利亚政府广泛保障重要基础设施安全及其顺应能力是完全一致的。”

China’s Huawei banned from NBN
The federal government has banned Chinese technology giant Huawei from participating in multibillion- dollar tenders to supply equipment to the national broadband network because of concerns over cyber attacks originating in China.

But Huawei is fighting the ban vigorously in public and by using diplomatic channels. It plans to announce its sponsorship of the Canberra Raiders rugby league football team in a bid to lift its profile in the national capital.

Huawei sources have also hinted that the Chinese government will retaliate strongly against Australia if the ban on the company’s tenders is not lifted.

The moves come despite numerous efforts by Huawei to soften its image. The company has been accused of having links to the Chinese government. Its chief executive, Ren Zhengfei, was a member of the People’s Liberation Army and he has never agreed to a media interview. The issue is now emerging as a major test of relations with Australia’s biggest trading partner.

But the government remains unrepentant with Attorney-General Nicola Roxon standing firm on the decision.

“As a strategic and significant government investment, we have a responsibility to do our utmost to protect [the NBN’s] integrity and that of the information carried on it,” a spokeswoman said.

“This is consistent with the government’s practice for ensuring the security and resilience of Australia’s critical infrastructure more broadly.”

It is understood that the deputy secretary of the Attorney-General’s Department, Tony Sheehan, called in Huawei Australia’s chairman, retired Rear Admiral John Lord, late last year to tell him of the bans.

Sheehan reportedly told Lord not to bother tendering for any NBN supply contracts because they would not succeed. Australian officials are also understood to have advised Huawei that Canberra was aware of Chinese cyber attacks.

The ban on Huawei tenders was imposed despite the firm’s high-profile participation in national broadband networks being installed in eight other countries, including the United Kingdom and New Zealand. Its technology is also the basis of Vodaone Australia’s $1 billion network fix and upgrade and it recently won key contracts with Optus. Telstra does not use much of its equipment.

Huawei Australia has made a submission to the Australia in the Asian Century white paper being prepared by former Treasury secretary Ken Henry, stressing its commitment to Australia. It warns that Australia’s relationship with China has to be “an equal partnership – a two-way street”. He added policy settings based on historical bias or outdated perceptions will see Australia miss out on important economic benefits.

But Huawei continues to face difficulties in several markets such as the United States, where intelligence services are concerned about network breaches and espionage. Its director of corporate and public affairs, Jeremy Mitchell, denied the Chinese government had the ability to force it to provide sensitive information about the NBN.

“Huawei’s participation in the NBN is a matter for the government,” he said. “But we have outstanding credentials in this area and believe we would have a positive contribution to the NBN if chosen.”

Ovum research director David Kennedy said all of NBN Co’s equipment came from Europe or North America despite China offering good quality products at lower prices.

“There would be technical specifications they would be given to provide the correct equipment and it would certainly give insights to the structure of the NBN,” Mr Kennedy said.

Security expert and HackLabs director Chris Gatford said such insights could be used “to tell you where the critical devices sit, it would give you insight to the connection points and help you make an attack far more effective”.

The potential sponsorship with the Raiders, who have been searching for a major sponsor since the team’s deal with licenced club The Tradies expired last year, is the second attempt to back a Canberra sporting team for Huawei. In late December, a four-year $4 million deal to sponsor rugby union side the ACT Brumbies fell apart at the last moment reportedly because the company had then been told it would not be allocated any part of the NBN. The Brumbies deal had reportedly been signed off by Huawei’s board and jersey designs incorporating its logo had been approved.

It has since switched its attention to the Raiders.

Alastair MacGibbon, formerly the Australian Federal Police’s top cyber agent and now managing partner of Surete Group, said he supported the ban if made on security grounds.

“The difference between a US-based Cisco or a Chinese-based Huawei is where they are domiciled,” he said. “I doubt either make back doors in their products because they would have too much to lose ... but they would more than likely help their governments if called in to do so.

“You need to ask yourself [between the US and China] which government has been more loyal to us over time and which would support us in a time of Australian need.”

所以我说了,现在中国政府必须改变以前对那种大型跨国企业采取的鼓励政策,相反应该压制他们,这些外国大型企业在技术和规模上的领先对国内企业发展形成了绝对的障碍,加上国外对中国新兴的高科技企业进行干扰,已经对中国经济产生了相当不利的影响。一味鼓励外资进入只会造成经济数据上的好看,但国内的产业反而退步的结局

对于这种莫须有的罪名,谁都没有办法,岳飞也没有办法。

因为华为老总曾经是PLA丢了多少生意了,可以先试着换下领导,最起码退居幕后吧。不过,以后估计那帮鸟国家又要说“华为创始人是PLA了”
