SEOUL, South Korea (AP) — U.S. officials are scrambling to ease public anger in South Korea sparked by two sexual assault cases involving American soldiers.

U.S. Army Brig. Gen. David Conboy apologized Saturday for "pain" caused by allegations that a U.S. soldier raped a teenage South Korean girl in her rented room in Seoul on Sept. 17.

That solider is being questioned by police but has not been arrested.

Another U.S. soldier has been arrested on suspicion of raping a teenage girl on Sept. 24 in a city north of Seoul.

The top U.S. diplomat for East Asia Kurt Campbell also apologized Friday for what he called a "tragic and inexcusable rape that took place about a week ago."

The U.S. has 28,500 troops stationed in South Korea.

Look at the picture of Adu Graub in Iraq, see who's faces are plastered all over the place doing every form of evil imaginable, against unarmed, imprisoned detainees. There were several Hillbilly soldiers who had a reputation of monsterious sexual crimes on bound and gaged males and female civilians.
And, I bet when the pictures come out in SKorea there will be pictures of demented Hillbilly's stearing you back in the mug. This is what I, personally witnessed in my units while serving my country. There was not a black soldier in my 6.5-years in the Marines who I ever witnessed would stup to such an level as to engaged in that sort of trash. We knew the score and had better home training than many of our white counterparts who thought they we're better than everyone and above the law in those countries where I served.

the problem is that rapist troops always get away with it. this is a well known fact. i have rarely heard of any rapist troop being jailed or penalized at all.

看到没有？日本人的人权被践踏，在美国的眼里连道歉都不值，只不过是一点点遗憾而已。

美国对亚洲人如此，对欧洲人也一样。YST 举一个在义大利发生的事情作为例子。

西方人在人权的议题上不过是抢夺发言权而已，他们的优势不是他们的人权纪录有多好，而是他们有强有力的新闻媒体可以做铺天盖地的宣传取得技术上的优势。西方「人权」的论述已经流于政治宣传（prapaganda），经常比广告还不如，因为除了夸张更多的是谎言。

「国际刑事法庭」是根据【罗马条约】的规定成立的，在2002年已经有 139个国家签署了该条约，当时的柯林顿政府也同意签署该条约。然而布希政府宣称设立国际刑事法庭不是好事。美国担心一些美国人将因为“战争罪名”被起诉，一再阻挠该法庭的成立。

Look at the picture of Adu Graub in Iraq, see who's faces are plastered all over the place doing every form of evil imaginable, against unarmed, imprisoned detainees. There were several Hillbilly soldiers who had a reputation of monsterious sexual crimes on bound and gaged males and female civilians.
And, I bet when the pictures come out in SKorea there will be pictures of demented Hillbilly's stearing you back in the mug. This is what I, personally witnessed in my units while serving my country. There was not a black soldier in my 6.5-years in the Marines who I ever witnessed would stup to such an level as to engaged in that sort of trash. We knew the score and had better home training than many of our white counterparts who thought they we're better than everyone and above the law in those countries where I served.

Some like white, some like black and some like Hispanic. As far as the girls being raped --there are #$%$ of all ages over there.The profession has it's risks, the only good thing is that they weren't killed. This article doesn't have any story behind it. The truth is there's been tons of cases of US soldiers raping girls in S.Korea over the decades and that's why they're so upset. This is just a drop in the bucket and if it was the only two cases they'd not be such a big deal.

the problem is that rapist troops always get away with it. this is a well known fact. i have rarely heard of any rapist troop being jailed or penalized at all.

哇哦。。。这些评论可真够看不起韩国人的，不是调侃就是狡辩，连个同情的都没有，真没把人家当“盟友”啊。稍微好点的情况则是好歹过分言论的反对比支持多，虽然支持反对的加起来也一共也没多少人，不过好歹证明美国人心中的天平还没那么扭曲。
韩国人不是经常找骄傲吗，宇宙起源之国什么的，发生这样的事（还是常常发生常常发生 顺便还没有办法避免和处罚） 不知道他们的网上会怎么样，没准韩国更应该认清自己的地位，搞成现在这样美韩2边都上不去下不来的多尴尬，哈，学日本小小的谴责下就低调处理得了。

上次看坛子里有人说美驻军平均一年在韩国犯案350多起，不知真假，真的话美军就太勤奋了，1年365天连六日都加班犯罪，而且还没算山日本的驻军。个人感觉军纪和战斗力是成正比的（当然装备同样不能差）

其中有一段：

“最近的例子发生在2008年。驻日美军士兵狄龙．哈蒂诺特在02月10日强14岁日本少女被逮捕。他在02月29日就获得释放，理由是受害者不想让事端扩大。日本政府一定受到美国军方的压力才做出这个判决。为了缓和日本国民的不满，美国国务卿莱斯在03月27日至03月28日访问日本时就此事向日方表示遗憾。

看到没有？日本人的人权被践踏，在美国的眼里连道歉都不值，只不过是一点点遗憾而已。

美国对亚洲人如此，对欧洲人也一样。YST 举一个在义大利发生的事情作为例子。

1998 年02月03日，美国一架军机在义大利北部切尔米斯游览区进行低空飞行时撞断一根登山缆车的绳索，致使缆车坠地，导致二十人丧生。该事件震惊义大利全国，当百姓要求美军撤出义大利，义大利司法部门还要求在义大利审判肇事者。美国迅速将四名飞行员撤回国内，并予以惩罚。但他们在服刑不久后即以表现良好为由被提前释放。二十个丧生的义大利游客，他们的人权在哪里？

「人权」是一种道德论述，为的是抢道德的制高点。我们看得很清楚，英、法、德、意等西方国家对中国叫嚣人权，但是这些国家在美国面前是不敢出声的。所以「人权」的定义因拳头的大小就有所不同，成为笑话。西方的人权论述已经变成政治口号，成为政治宣传和政治打击的手段，人权论述根本失去了任何崇高的道德意义。

D. 人权不是道德议题而是政治议题

西方人在人权的议题上不过是抢夺发言权而已，他们的优势不是他们的人权纪录有多好，而是他们有强有力的新闻媒体可以做铺天盖地的宣传取得技术上的优势。西方「人权」的论述已经流于政治宣传（prapaganda），经常比广告还不如，因为除了夸张更多的是谎言。

美国对人权叫嚣得最厉害，但美国对人权也践踏得最厉害。为什么？因为美国驻军遍布全球，美军不可避免地与当地人发生纠纷。美国一定把自己的利益和美国人的人权放在其他国家人民的人权之上。最确切的证明是布希总统在2002年05月06日宣布美国拒绝签署「国际刑事法庭条约」，并且宣前柯林顿政府签署的任何有关协议都是无效的。

「国际刑事法庭」是根据【罗马条约】的规定成立的，在2002年已经有 139个国家签署了该条约，当时的柯林顿政府也同意签署该条约。然而布希政府宣称设立国际刑事法庭不是好事。美国担心一些美国人将因为“战争罪名”被起诉，一再阻挠该法庭的成立。

美国拒绝签署「国际刑事法庭条约」证明美国对自己和对外国的人权标准是不一样的。这同时也证明由美国领导的西方人权攻势是一个政治议题（political issue）而不是一个道德议题。”
