<P>WASHINGTON - If China was to invade Taiwan, only 33 per cent of Americans would support sending US troops to defend the island, a recent public opinion survey on foreign policy has found.</P>
<P>The poll, conducted by the Chicago Council on Foreign Relations (CCFR), found that 61 per cent of the 1,195 respondents were opposed to US military involvement in such a scenario.</P>
<P> Speaking on Tuesday at a conference on the survey findings, CCFR president Marshall Bouton said the results revealed 'an Iraq effect'.</P>
<P>With US forces still bogged down in the war-torn country, the American public is 'showing a preference for a more restrained and selective use of force', he said.</P>
<P>'There is also a desire to use economic and diplomatic tools more effectively, as well as to work with international organisations. This is a caution that has arisen from our experience in Iraq.'</P>
<P>Dr Bouton said the next administration, 'regardless of who is elected president on Nov 2,' would be more constrained in using military force because of changing public opinion.</P>
<P>'It is going to be an uphill struggle for any president to persuade Americans that US troops should be put in harm's way to protect Taiwan,' he said.</P>
<P>Although Washington switched diplomatic recognition from Taipei to Beijing in 1979, it maintains close ties with the island and supplies it with weapons.</P>
<P>However, relations have hit a rough patch lately. Reiterating America's 'one China' policy, US officials have warned that Washington will not defend Taiwan if the island provokes a Chinese invasion by making a bid for independence.</P>
<P>In the case of sending US troops to defend South Korea from a North Korean invasion, 43 per cent of those surveyed in the poll supported military action, while 51 per cent opposed it.</P>
<P>A CCFR report on the survey, conducted in July, said a majority has never favoured using US troops to defend South Korea since the question was first asked in a 1990 poll.</P>
<P>But it noted that the percentage who supported military action was now higher than in previous surveys, 'perhaps because of heightened attention to possible threats from North Korea'.</P>
<P>The survey also found that more Americans (64 per cent) supported sending troops to the Korean peninsula if it was part of a multilateral, United Nations-sponsored effort.</P>
<P>These findings echoed the overall results of the survey, which indicated that while Americans remain committed to an active US role in the world, they did not want to play a dominant role in international affairs.</P>
<P>'Overwhelming majorities believe the US does not have the responsibility to play the role of world policeman.'</P>
<P>There is also more backing for multilateralism, with Americans showing stronger support for working with other countries and with global bodies such as the UN.</P>
<P>And while 76 per cent of Americans still consider international terrorism a critical threat, protecting the jobs of domestic workers now tops the list of US foreign policy goals considered very important by the public.</P>
