美国博兹艾伦汉密尔顿公司认为，全球竞争对手扩大对互联网的影响和建设网络能力给美国在网络领域已带来严重挑战，美国必须制定一项更多聚焦于技术的网络战略以维持其网络力量（cyberpower） 地位的战略。戴维斯国际研究所副所长詹姆斯•杰伊• 卡拉法诺博士也在《掌握维基的艺术》一文中呼吁美国政府应抢占网络制高点，夺取和保持知识创造的主动权。针对日前出现的维基危机，美国陆军欧洲司令部计划处处长托马斯•D• 梅菲尔德Ⅲ上校认为，应该制定并实施社会媒体战略，以适应社会媒体给冲突和战争的特点带来的变化。2011 年1 月25 日美国国防部长罗伯特• 盖茨签署备忘录，从领导力量、执行机构、责任划分、本质定义等诸方面对战略传播和信息作战等相关工作进行了明确，其目标是使美国在迅速变化的战略环境中保持领先地位。由此可见，美国人在“思想”上已占据了优势。
在网络作战理论研究方面，美防务专家兰德公司高级研究员本杰明•T• 朗伯斯认为，空、天、网络作战领域具有共性之处，三个作战领域走向一体，才能充分发挥作战效能。同是兰德公司高级研究员的马丁• 利比奇更是提出了“基于任务的网络防御战术思想”，网络防御的目标不是防御网络，而是确保任务成功。这一网络作战思想必将影响到未来美军网络作战体系的建设，以及网络作战理论的发展。
在网络力量建设方面，美军更重视顶层建设，特别是对美军网络司令部结构、任务及核心能力的精心设计，以达到预期的“统一指挥、同步协调、聚集筹备、网络作战”职能。围绕总体网络作战目标，美空军、海军等的网络力量建设也在紧锣密鼓地进行中。
网络技术永远是支撑网络作战的基石，随技术的日新月异，攻防技术也层出不穷。美国空军退役上校查理斯• 格鲁姆对威胁现有信息技术资产安全的网络问题表示了担忧，并针对性地给出了包括集成方案、主动服务和抗灾难系统三大支柱的解决方案，以解决美军在网络战方面遇到的难题。特别是美军方与IT 业高技术企业组建网络安全联盟的作法值得我们借鉴。
