Those people are called the Chosun-jok, Korean migrants into China, taken after the name of the last Korean empire 'Chosun', when peaceful exchange and military alliance with China against Japan was at their strongest. Migration between Korea and China was also most active at this period too since the age of the 'Three Empires of Korea' (explained shortly below). Many of those Chosun-jok people learned Korean due to their original Korean parents/ancestors not being able to speak Chinese, and some of them who eventually became bilingual chose to preserve the Korean language. They share their Korean accent with North Koreans.

Three Korean empires - Koguryo, Baekje, and Shilla - in their zenith in early AC won very victorious territorial wars with China, Russia, and Japan, capturing cities of Beijing, Vladivostok, and Tokyo. The empires eventually imploded due to internal warfighting as so many empires did (the historical timeline of the Korean empires' rise and fall is quite parallel to the Roman Empire's), but anyway there are probably more people of Korean descent living in China, Russia, and Japan combined than in Korea itself.
