<P>　　中新网7月15日电 台湾东森新闻报道称，台湾当局与新加坡、菲律宾建立准军事同盟关系的“敦邦计划”中，一旦台海发生战端，菲律宾和新加坡可能成为台军后撤和反击的据点，甚至有一种说法，陈水扁可搭乘飞机直接前往花莲外海的美国航空母舰继续指挥。</P>
<P>　　据了解，所谓的“敦邦计划”就是台湾、菲律宾和新加坡建立准军事同盟关系，包括双方进行移地军事训练、空域训练。</P>
