以前中国的夏级只是表示中国有了潜射战略力量，但常年在港很少出海，并不能形成真正有效的威慑力量。一般来说，核大国的战略潜艇都要保持6艘以上，这样才能常年保持战斗能力：2艘潜艇在大洋中部战备，2艘用于往返，2艘在港维修或训练。而且技术成熟的话，批量生产还可以降低单价。所以如果中国海军对新艇满意，6艘也不是不可能的。
