Wrangle loses Russia contract to build destroyers for China

The dog-in-the-manger attitude of Russia's two top shipyards has deprived the country of a valuable order for two destroyers from China. In an article on the Russian Grani.ru web site, the "ugly, savage, dirty showdown between the two leading Russian shipbuilding enterprises" is blamed on their "high-ranking patrons". "In the fight between them, they spared neither the sector, nor the navy, nor the state's prestige," writes Vladimir Kalinin in an article headlined "Then don't let anyone have it", published on 25 July, of which the following is the text: Today, when it is suggested that either you say something good about the navy or nothing at all (Navy Day is celebrated on Sunday [27 July]), a controversy is heating up in the city on the Neva [St Petersburg], one that could destroy the country's entire shipbuilding programme. The story has in part already been covered in the mass media. We remind you that last year two joint-stock companies came together in a battle over the Chinese order to build two 956EM-design destroyers; they were Baltiyskiy Zavod [Baltic Yard] and Severnaya Verf [Northern Shipyards]. The Petersburgers (Deputy Prime Minister Ilya Klebanov, Vladimir Pekhtin, the leader of the Unity faction in the Duma [lower house of Russia's parliament], and others) lobbied for the Baltic Yard workers' interests. Fighting on the "northerners'" side were the "Muscovites" headed by Prime Minister Mikhail Kasyanov himself. The prime minister won, and the order that was already assigned to the Baltic Yard was returned to Severnaya Verf, where, incidentally, the customer, the main administration of armaments and military hardware of the Chinese People's Liberation Army (CPLA), had wanted to see it from the very start. In 2000, this plant built two destroyers for the Chinese, and they were satisfied. Vladimir Putin and Mikhail Kasyanov signed the corresponding directives (No 191-RPS and No 615-RS). In accordance with them, the FGUP [federal state unitary enterprise] Rosoboroneksport concluded a contract with the CPLA worth 1.4bn dollars. It would seem that all the questions had been resolved. But far from it. By promising the customer that it would guarantee that only new items from current production would be supplied for the new ships, Severnaya Verf was thereby also vouching for related enterprises with subcontractors. But as time showed, it should not have vouched for them. It turned out that there was a "fifth column" at most of the related enterprises. Numerous orders were simply sabotaged. Baltiyskiy Zavod itself served as an example. It refused to deliver its steam boilers for the Chinese destroyers, and no-one in Russia but that plant produces these boilers. Having found itself in such a bad situation, Severnaya Verf began to wriggle out of it. It began to remove the equipment, parts, turbines, steam turbine generators, and other things from old ships and to install them on the destroyers for the People's Republic of China [PRC] as new ones. And to prevent the customer from discovering anything, during the night the workers changed the old numbers on the equipment to new ones. This fraud, even though they had been forced into it, was brought to light by their competitors. The management of Baltiyskiy Zavod called a news conference and vented their feelings, trampling on their unfortunate colleagues. Severnaya Verf did not keep silent either. A huge amount of dirty linen was washed in public for all to see. Almost all the trade secrets were divulged. And, of course, the order was in effect ruined. What happened in the end? A serious blow was delivered against the business reputation of Russian shipbuilders. Severnaya Verf, the developer and producer of this design of destroyers (they have been commissioning design No 956 ships there for almost 30 years) appeared on the world market as a kind of fraudulent office.
