A survey by the Chartered Institute of Personnel and Development (CIPD) found that a fifth of employers had at least one person on a zero-hours contract, where hours are not guaranteed. Companies in the voluntary and public sectors, as well as the hotel, leisure and catering industries, were more likely to use such contracts.

Based on the data, the CIPD estimated that about 4pc of all workers covered in the survey were on zero-hours contracts, which would equate to one million workers across the UK.

The Office for National Statistics said last week that there were around 250,000 people on zero-hours contracts, which unions believe is an underestimate.
Peter Cheese, chief executive of the CIPD, said there needed to be a "closer look" at the terms of a zero-hours contracts and "clearer guidance on what good and bad practice in their use looks like".
