外交辞令很多时候是足够模糊又非常严格的。
上海公报里面美国方面明确说法是：“The US side declared: The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position.”对应的官方中文是：“美国方面声明：美国认识到，在台湾海峡两边的所有中国人都认为只有一个中国，台湾是中国的一部分。美国政府对这一立场不提出异议。”
如果只看上海公报，可以认为美国只承认台湾是文化/地理意义上的“中国”的一部分，而非中华人民共和国的一部分。
建交公报里面美国方面除了重申上海公报的说法，还加上了：“The United States of America recognizes the Government of the People’s Republic of China as the sole legal Government of China. Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.”对应的官方中文是：“美利坚合众国承认中华人民共和国政府是中国的唯一合法政府。在此范围内，美国人民将同台湾人民保持文化、商务和其他非官方关系。”
这就是在上海公报基础上的递进，明确承认中华人民共和国政府是文化/地理意义上的“中国”的唯一合法政府，“中国”就是指“中华人民共和国”，所以台湾在法理上是中华人民共和国的一部分。
当然，美国保留了模糊的空间，在上海公报中，中方声称“the Government of the People's Republic of China is the sole legal government of China; Taiwan is a province of China which has long been returned to the motherland”/“中华人民共和国政府是中国的唯一合法政府；台湾是中国的一个省，早已归还祖国”，对于“台湾是中国的一个省”，美国从来没有正式承认过。
在817公报里面，美国方面除了重申了以上立场，还加上一句“The United States Government attaches great importance to its relations with China, and reiterates that it has no intention of infringing on Chinese sovereignty and territorial integrity, or interfering in China’s internal affairs, or pursuing a policy of "two Chinas" or "one China, one Taiwan.”/“美国政府非常重视它与中国的关系，并重申，它无意侵犯中国的主权和领土完整，无意干涉中国的内政，也无意执行“两个中国”或“一中一台”政策。”
“主权”和“领土”的主体，显然不可能是文化/地理意义上的“中国”，只能是中国政府，在这里就是中华人民共和国政府。
所以，美国承认台湾在法理上是中华人民共和国的一部分是没有问题的。
