While talks are ongoing, the Philippines is preparing for an international settlement of the dispute “to have permanent and durable solution to the issue in the West Philippine Sea,” DFA spokesman Raul Hernandez said.
Since April 10, Manila and Beijing have been locked in a standoff over the Panatag Shoal off the northwestern Philippines.
The two countries claim ownership to the shoal, a ring-shaped coral reef with rocky outcrops encircling a lagoon that lies 124 nautical miles from the coast of Zambales province and 472 nautical miles from China’s nearest coast in its southern Hainan province.
Manila asserts sovereignty over the shoal, which it calls Panatag or Bajo de Masinloc, on the basis of a United Nations Convention on the Law of the Sea (UNCLOS) that give coastal nations the right to explore, exploit and develop areas within its 200-nautical mile Exclusive Economic Zone.
China and the Philippines have both ratified the UNCLOS.
In Beijing, Vice Foreign Minister Fu Ying on May 7 said China was prepared to deal with an escalation of the conflict in the shoal, accusing the Philippines of heightening tensions and provocation by sending more ships to the disputed shoal, which China calls Huangyan Island.
China, she said, hopes that the Philippine side “will not misjudge the situation, and not escalate tensions without considering consequences.”

要和平，不要武力。既然小菲菲这么喜欢兔子家那几个岛，那就让给它嘛，只要拿菲菲家吕宋岛、棉兰老岛、萨马岛、民都洛岛、巴拉旺岛来换。从数量上看，兔子虽然换亏了，不过兔子与邻为善，忍了。

理由是：在南沙群岛及附近的领海进行讨论期间，李永胜提高了嗓门，“态度无礼”。（你大声点都不行！）

综上两点，这样的谈判不过就是各说各话，不可能有结果的！对于TG来说，那不过就是开战前的烟雾
