NNSA says shipment of highly potent uranium to France should be the last one
The Y-12 nuclear weapons plant has shipped more than 400 pounds of highly enriched uranium to France, where it will be used for fuel in a high-performance research reactor near Grenoble.

According to a spokesman for the National Nuclear Security Administration, this is the first time since 1991 that the U.S. government has shipped HEU to France's Company for the Study of Atomic Fuel Creation to fuel the research reactor at the Institut Laue-Langevin. It's also expected to be the last time, NNSA spokesman Steven Wyatt said.

&quot;The United States government has the authority under the Atomic Energy Act to supply HEU to research reactors, but only does so under specific conditions -- including a commitment from the facility to convert to low-enriched uranium replacement fuel when it is available,&quot; Wyatt said.

At this time, there is no low-enriched fuel that is suitable for the French reactor's operations, Wyatt said. However, he said the &quot;international research community&quot; is working on a new high-density, lower-enrichment fuel. Wyatt said the NNSA's Global Threat Reduction Initiative is involved in qualifying the new fuel for high-performance research reactors.

&quot;GTRI is working closely with ILL in the conversion of its reactor and efforts continue to move forward. We anticipate this to be the last HEU fuel shipment,&quot; he said.

The HEU that Y-12 shipped to France was &quot;in the form of broken metal,&quot; according to the export license approved by the Nuclear Regulatory Commission.

Eventually, the material will be fabricated into fuel elements for the High Flux Reactor at ILL. The French reactor is reportedly similar to Oak Ridge National Laboratory's High Flux Isotope Reactor, which also uses highly enriched uranium for fuel.

The Nuclear Regulatory Commission approved the export license March 16, and the super-potent uranium apparently has already arrived in Europe.

&quot;The material was recently delivered,&quot; Wyatt said in an email response to questions.

Because of its high enrichment -- more than 93 percent U-235 -- the special nuclear material could potentially be converted into nuclear weapons. Therefore, the shipment required high security.

Wyatt declined to discuss how or when the uranium was transported. &quot;Details are sensitive and/or classified,&quot; he said.

The material likely was sent by sea because, according to the export license, no more than 350 grams of highly enriched uranium can be sent aboard passenger-carrying aircraft.

The timing of the shipment was interesting because it coincided with the Nuclear Security Summit in Seoul, South Korea, which was attended recently by President Obama and Energy Secretary Steven Chu.

A major topic was converting research reactors from high-enriched fuel to low-enriched uranium (less than 20 percent U-235), a move that eliminates the weapons potential of the material. The United States has led that nonproliferation effort, and the U.S. recently hailed the conversion of a research reactor in Mexico. 法国又不是没有高浓铀,为啥要进口美国的?
各国的高浓缩铀基本都不生产了,老美不但有拆解自己核武器的高浓缩铀(200吨),还从俄罗斯购入了500吨(明年完成合同,已经交付450吨左右,用于掺混生产核电燃料),从国家关系上,显然老美和法国走的更近。

老美的轻水堆会大规模地用MOX?
这些高浓缩铀主要用贫铀掺混生产标准燃料,大部分在市场上出售,小部分作为美国燃料保障(ZF出资设立的燃料库存,满足其国内核电需求)。
MOX主要用钚掺混,法国人搞的比较成熟(购买俄罗斯的武器级钚),使用上欧洲日本推进比较快,老美只是小部分使用。
老美也买了毛子34吨钚,MOX只能小规模地搞?
Mox燃料特性上变化比较大,老美型号复杂兼且老旧的反应堆适应的比较少。
