安理会当天上午再次就利比亚局势举行闭门磋商，于美国东部时间下午6时30分左右就法国、黎巴嫩、英国和美国共同提交的决议草案进行表决。表决结果显示，安理会15个理事国中有10个国家投赞成票，中国、俄罗斯两个常任理事国以及印度、德国和巴西三个非常任理事国投了弃权票。根据《联合国宪章》的规定，一个决议案在获得9票赞成，且没有任何一个常任理事国投反对票的情况下即可获得通过。

联合国安理会17日以10票赞成、5票弃权的表决结果通过决议，决定在利比亚设立禁飞区，并要求有关国家采取一切必要措施保护利比亚平民和平民居住区免受武装袭击的威胁。

李保东当天在安理会通过有关利比亚局势决议后的解释性发言中说，利比亚局势不断恶化，中国表示严重关切。他说：“我们支持安理会采取适当和必要的行动，尽快稳定利比亚局势，制止针对平民的暴力行径。”

李保东说，中国一直强调，安理会有关行动应遵循《联合国宪章》和国际法准则，尊重利比亚的主权、独立、统一和领土完整，通过和平手段解决利比亚当前危机。

他说：“中国一贯反对在国际关系中使用武力。在安理会第1973号决议磋商过程中，我们和其他一些安理会成员提出了一些具体问题。但遗憾的是，不少问题没有得到澄清和回答。中国对决议的部分内容有严重困难。”

卡伊姆说，目前利方尚未拿到决议全文，等看到决议全文后再作全面的评价。

安理会17日通过决议，决定在利比亚设立禁飞区。决议说，为了保护利比亚平民安全，除以人道主义救援为目的和负责撤离外国侨民的飞机外，禁止所有飞机在利比亚领空飞行。决议指出，为保护利比亚平民所采取的一切必要措施中不包括派遣地面部队占领利比亚。安理会15个理事国中，有10个国家投赞成票，中国、俄罗斯、印度、德国和巴西投了弃权票。

上校得罪阿拉伯國家聯盟了。黎巴嫩恰好是本次非常任理事國中的為一個阿拉伯國家，自然要代表阿盟的立場。中國處於重視與阿盟和法國的關係，肯定要棄權的。

决议授权会员国在通知秘书长后采取一切必要措施保护利比亚平民以及包括班加西在内的受到卡扎菲政权袭击威胁的平民居住地区，但这些措施不包括对利比亚的任何形式的外国占领；决议还决定，对利比亚实施禁飞，除为了人道主义目的的飞行之外，禁止在利比亚领空的所有飞行活动，同时要求所有联合国会员国拒绝利比亚的飞机在境内起飞或降落。

决议还在1970号决议的基础上，增加了几名受制裁的个人和几个实体，其中包括利比亚的国有企业。

投弃权票的国家包括中国、俄罗斯、印度、巴西和德国。

在2月26日通过的第1970号决议中，安理会对利比亚实施了武器禁运、对卡扎菲及其亲属和政权高级官员实施了财产冻结和旅行限制的制裁措施，同时决定将利比亚情势移交国际刑事法院处理。

这是历史上安理会第二次对利比亚实施禁飞。在1988年的洛克比空难和1989年的法国联盟航空空难之后，安理会通过决议要求利比亚对肇事者采取措施，由于利比亚拒绝执行，安理会在1992年通过第748号决议对该国实施了禁飞和武器禁运，直到2003年利比亚做出移交了空难肇事者等让步后，这些制裁措施才得以解除。
