如果只是极个别的现象的话，我觉得不应该上升到一个国家的高度，在中国不是也有亲生父母打死过不听话的小孩的，或者把有缺陷的小孩偷偷扔掉新闻吗

The wicked stepmother abandoning her children in a dark and dangerous forest is a tale which left many of us shuddering when we were kids.

But for over 30 mentally challenged people, this is no scary story, for they are actually living this nightmare in the Bandipur National Park. The Karnataka-based national park - best known for its tiger population - seems to have become a 'dumping ground' of the mentally unsound.

In the past one year, over 30 psychologically frail people were cruelly abandoned by their families in the Bandipur forest, after insensitive kin decided they could bear the 'burden' no longer.

The shocking revelation was made by the Chamarajanagar district administration, responsible for overseeing the park's affairs. Two important highways connecting Mysore to Ooty and Kerala pass through the national park. All 30 people in question had been abandoned on these highways, allegedly by their families in connivance with truck drivers.

"Of the 30 abandoned people, about 20 are men in the age group of 40-55 years. There are some youths as well," Chamarajanagar district health officer Dr Suresh Siddaiah said.

"Some of them came from as far as Maharashtra, Orissa and the northern parts of Andhra Pradesh. We have been sending them to homes for the mentally challenged in Mysore and those run by NGOs," he added. The newest 'entrant' in Bandipur is from Maharashtra.

"He keeps muttering Marathi but does not remember his name or whereabouts. We have kept him under observation for the time being," Siddaiah said.

This is the fourth such case in the past five weeks. Of the three others, two were women. "It is very dangerous to abandon such persons in these forests," the health officer said.

In February, one such abandoned woman was trampled to death by a wild elephant near the Bandipur forest check post. "We have appraised the government of the alarming situation," Siddaiah said, but added that the district administration could not do much.

Many of the abandoned persons have found their way to Gundlupet, a small town located on the Mysore-Ooty road close to the Bandipur forest.

At least five of them were found scavenging for food in Gundlupet. But while most have been sent to special institutions, a couple of them were found to be violent and have not been picked by any NGO.

'We believe the truckers take money from families to abandon these persons. As monitoring is poor on the Mysore-Ooty highway in the forest, these people can be easily abandoned on the roads," said Dr Isaac Mathias, who runs an NGO in Gundlupet.

The NGO has appealed to the government to up inter-state cargo transporting checks. "Frequent monitoring of trucks originating from other states can bring down the number of people being abandoned," he said. "But we do not know how many are still roaming the forest."

另外这家医院说每周都能收到一两个患者，然后医院总共住了57个患者很清楚，为什么就说不清楚这57个人，是不是全部是这样救过来的，或者有几个是这样救过来的呢？
而且最大的问题在于她能说出遗弃精神病人的做法始于2007年，难道是想说他们在2007年之前对精神病人很好？？还是2007之后这地方有老虎？？

    本质上第三世界发生这种事情并不奇怪，甚至发达国家发生这些事件如果频率比较低也可以理解，问题是有些人用中国发生这些事情和中共执政联系起来。那就有中国特色。

    个人觉得那个2007年估计是翻译问题，可能统计也只从2007年关注此事，或者说2007年之前人民用别的方式处理病人。不然解释2007年之后印度人对精神病就突然变的残忍，那不是更加奇怪。

    这个事情上，如果印度政府不作为，或者故意放任这种事情的发生，那么一度政府肯定有逃脱不掉的责任，任何国家都有犯罪，执政者肯定无法完全杜绝犯罪，但是执政者对待违法事情的态度，才是需要民众监督和督促的

一些家庭用令人发指的方式来摆脱患有精神疾病的家人。

这些家庭付钱给卡车司机，请他们将家里的精神病人扔到卡纳塔克本迪布尔国家公园中人迹罕至的路边。本迪布尔国家公园是位于班加罗尔西南220公里处的一个老虎保护区。

这些不幸的受害者主要来自西孟加拉邦、奥里萨邦、马哈拉施特拉邦、北方邦、泰米尔纳德邦和喀拉拉邦，其中许多人甚至说不清自己叫什么。

他们只能听天由命。很多人要么被野兽咬死，要么遭到卡车司机的性侵犯。由于缺乏基本的生存能力，其中一些人甚至引发了森林大火。

当地的非政府组织透露，据说除了一些家庭之外，泰米尔纳德邦、喀拉拉邦等几个邦的警察也付钱给卡车司机，以摆脱他们在路边抓住的精神病人。

一些幸运儿最终住进了天主教传教士开办的医院。国家公园附近一家天主教医院的修女希拉里说：“我们每周都会收到一两个这样的病人。”目前在这家医院接受治疗的57位患者中有32名女性，其中6人怀有身孕，5人的HIV病毒检验结果为阳性。
