WASHINGTON, Dec 25th, 2009 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Taiwan of 146 F-16A/B Block 20 Aircraft upgrade kits and associated parts weapons and equipment, as well as other Non-MDE equipment and construction services. The total value, if all options are exercised, could be as high as $3.2Billion.

The Taipei Economic and Cultural Representatives Office in the United States has requested a possible sale of:
146 F-16A/B Block 20 Aircraft upgrade kits including
160 Pratt & Whitney F100-PW-220P upgrade kits
154 Raytheon Advanced Combat Radar or Northrop Grumman Scalable Agile Radar units
380 All-Up-Round AIM-9X SIDEWINDER Missiles, 56 AIM-9X SIDEWINDER Captive Air Training Missiles (CATMs), 24 AIM-9X CATM Missile Guidance Units, missile containers
185 AIM-120C-7 Advanced Medium Range Air-to-Air Missiles (AMRAAM), 24 120C Captive Air Training Missiles, missile containers
89 Link 16 Multifunctional Information Distribution System/Low Volume Terminals (MIDS/LVT-1)
154 Joint Helmet Mounted Cueing Systems (JHMCS) Laser Helmet Shields
316 Raytheon Enhanced Paveway III guidance kits

This sale is consistent with United States law and policy as expressed in Public Law 96-8.

This proposed sale serves U.S. national economic and security interests by supporting the recipient’s continuing efforts to modernize its armed forces and enhance its defensive capability. The proposed sale will help improve the security of the recipient and assist in maintaining political stability, military balance, and economic progress in the region.
The proposed sale of this equipment and support will not affect the basic military balance in the region.
These spare parts are required to assure that aircraft and aircraft systems previously procured from the United States are maintained in a mission capable status. The recipient will have no difficulty utilizing these additional equipments.
Procurement of these items will be from the many contractors providing similar items to the U.S. armed forces. There are several offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the assignment of up to 9 contractor representatives to the recipient.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
