这种报告多数还是为了两军交流准备的，例如大量的名词解释和中英文对照。两军交流如果连对方的职级军衔、单位建制都搞不清楚，那是很麻烦的。
不才已将其全部译完(6.82万字)，并发表于《国际展望》2007年第9期插页，不过涉及海军新武器装备的内容相对较少，个人感觉内容平实，可作为资料使用。

美国海军情报办公室搞这个报告还是下了一番功夫的，观点较为温和，术语对照也较为准确。
