The standard is just the plasticine in the strongest one's hand. It's rather difficult to tell a rocket, esp. a solid one, for civil use from an ICBM or ASM. For example, the Dnepr launch vehicle  is a converted version of the Voyevoda RS-20 ICBM (SS-18 Satan).
