美国国务院发言人凯西在记者会上 　　中评社香港9月26日电（记者　岑岚）美国国务院发言人凯西在25日（当地时间）的记者会上被问及陈水扁要修宪改变“领土”这个议题时，做出了明确严词评论，并对陈水扁发出警告，要对其“拭目以待”。   　　不过，今天扁当局还硬是说美国国务院没说“反对”，又称台“外交部”目前并未收到任何讯息指出美方要台湾在“领土”议题上，可怎样或者不可怎样，就实务上来讲，此议题是“内政”问题，美方原则上不会做干涉“内政”的动作。   　　现将贴在美国国务院官方网站的记者会有关该段问与答的原文提供如下，读者自有判断。 　　QUESTION: Thank-you, Tom. Taiwan's leader Chen Shui-bian vowed yesterday to dramatically amend the constitution to reflect what he says the changes in Taiwan's status -- the proposed amendments making sure the definition of Taiwan's territory and official name. I'm just wondering is the U.S. concerned by Chen's move to unilaterally change the status quo. 　　MR. CASEY: Well, first of all, let me just reiterate that the United States does not support independence for Taiwan and we continue to be opposed to unilateral changes in the status quo by either side. We also take very seriously President Chen's repeated commitments not to permit the constitutional reform process to touch on sovereignty issues, which includes territorial definition. And the fulfillment of President Chen's commitments is a test of his leadership as well as his ability to protect Taiwan's interests, its relations with others and to maintain peace and stability in the Straits. 　　So I think that's basically where we are on this issue. We again know about his commitments that he's repeatedly stated on this subject and we expect he would carry out them.
