WASHINGTON (Kyodo) -- The U.S. and Chinese foreign ministers said Tuesday they have made progress on details of a U.N. Security Council resolution to punish North Korea for its recent nuclear test and rocket launch.

      "We have made significant progress," U.S. Secretary of State John Kerry told a joint press conference following talks with Chinese Foreign Minister Wang Yi, who hinted that the Security Council could reach an agreement soon on a fresh resolution against North Korea.

      Kerry suggested the next U.N. resolution will include tough punitive measures targeting North Korea, saying, "There is no question that if the resolution is approved, it will go beyond anything that we have previously passed."

      Wang said, "I would like to tell you that important progress has been made in the consultations" about a draft resolution.

      "We are looking at the possibility of reaching agreement on the draft resolution and passing it in the near future," he said at the press conference at the State Department.

      The United States proposes banning exports of oil to North Korea and imports of minerals from the country as part of additional sanctions to be included in a fresh Security Council resolution.

      China, as North Korea's longtime benefactor and biggest trade partner, has been cautious about imposing punitive measures that could affect the daily lives of North Korea's people in discussions at the United Nations.

      U.S. President Barack Obama signed a bill into law last Thursday authorizing Washington to take independent sanctions steps against Pyongyang, including provisions that could affect business activities in China.

      In addition to the nuclear test Jan. 6, North Korea launched a rocket on Feb. 7 in what was widely suspected to be a cover for testing ballistic missile technology in defiance of past Security Council resolutions.
