So far, it was unclear who killed the sailors, but the nine members of the army's Pha Muang Task Force were suspected of involvement in the murders because they boarded the two vessels and reported they found about 920,000 speed pills and one dead body during their anti-drug mission on the Mekong River on Oct 5, he said.
Other dead bodies were later retrieved from the river. Most were blindfolded, tied up and had been shot.
The nine soldiers have denied the charges, blaming a drug trafficking gang from Shan State in Burma they said had hijacked the cargo boats.

这个事情太复杂了，看着下步这么办吧，有点没信心这9个人能判死
任何国家都不会把军人刑事犯罪移交给地方检察官起诉的。

10月5日，“华平号”和“玉兴8号”两艘船舶上的中国13名船员在湄公河上惨遭杀害，手段残忍，令人发指。事件传出，震惊中外。贵州籍的“华平号”船长黄勇、轮机长邱家海、三等轮机长蔡方华3人也在事件中遇难。事件发生后，每名遇难船员家属分别得到了10万元或13.33万元的保险赔付。
事发后，每名遇难船员可获得所属省级政府20万元的救助金。昨日，记者致电遇难船员蔡方华的舅子吴开国，他称，蔡方华的家属已从习水县政府领到了20万元的政府救助金。邱家海的儿子邱健称，由于这20万元的政府救助金需要遇难船员的家属亲自到政府部门领取，他们还在云南，尚未回贵州领取。

Speaking in his capacity as an adviser to the House committee on state security which is investigating the 13 deaths, he said Chinese law should be used as the killings took place on Chinese-flagged vessels.
Mr Jeh-aming based his suggestion on the general legal jurisdiction of the sea in which the laws on board a ship are the laws of the country where it is registered.
He said the Office of Attorney-General should be asked to consider if Thai laws may apply in the investigation, which is under Thai police jurisdiction.
