The U.S. military will operate a Global Hawk unmanned high-altitude reconnaissance aircraft over a stricken nuclear power plant in Fukushima Prefecture, possibly on Thursday, to take a closer look at its troubled reactors, a Japanese government source said Wednesday.

Photographs taken by the plane equipped with infrared sensors could provide a useful clue to what is occurring inside the reactor buildings, around which high-level radiation has been detected.

The planned mission comes as the Japanese government appears unable to contain the crisis days after the coastal nuclear plant was struck by a magnitude 9.0 earthquake and tsunami.

It would represent a deepening of Japanese-U.S. cooperation in coping with the escalating crisis, with the U.S. military having already provided logistical transportation, and search and rescue efforts in the wake of the disaster that hit northeastern Japan.

Northrop Drone Set to Overfly Japan Reactor, Seek Data on Damage

A Northrop Grumman Corp. (NOC) Global Hawk drone is set to fly over Japan’s crippled Fukushima Dai- Ichi nuclear plant today to collect data and imagery for the Japanese government, according to a senior Air Force official.

“We have flown missions already and I know we are flying more missions in support of Operation Tomodachi,” Lieutenant General Herbert “Hawk” Carlisle, the Air Force deputy chief of staff for operations, said in an e-mail. The Fukushima mission, by a drone based in Guam, “is currently on the schedule” for today, he said.

“The Global Hawk has great capability across the spectrum of military operations,” Carlisle said. “Its tremendous contributions in this humanitarian assistance disaster relief operation is a testament to its value to the U.S. and our allies.”

The drone, known for missions over Iraq and Afghanistan, “is being used to help assess damage to towns, industrial infrastructure, and other facilities affected during the earthquake and flood waters,” U.S. Pacific Air Forces said in a statement yesterday.

The Global Hawk aircraft can fly as high as 60,000 feet and is equipped with sensors and cameras that can take infrared and electro-optical images as well as detailed synthetic aperture radar-based pictures. It is designed for flights as long as 35 hours, according to the company.

The 9.0-magnitude temblor and subsequent tsunami on March 11 have caused what Prime Minister Naoto Kan has called the country’s worst crisis since the end of War II.
Worsening Crisis

The situation at Fukushima worsened yesterday when Tokyo Electric Power Co., which operates the nuclear plant, said the containment chamber at the No. 2 reactor may have been breached because pressure dropped suddenly. Clouds of steam were seen rising from the reactor building after a fire at the No. 4 Reactor.

The 50 workers remaining at the plant were pulled out after radiation temporarily rose to unsafe levels. They later returned.

All cooling water was gone from the spent-fuel pool at Fukushima, causing the release of high levels of radiation, Gregory Jaczko, chairman of the U.S. Nuclear Regulatory Commission, told members of the U.S. House Energy and Commerce Committee.

The U.S. military also is providing high-pressure water pumps to the Japanese government for use at the Fukushima plant, said Lieutenant Anthony Falvo, a spokesman for the Navy’s Seventh Fleet in Japan. The USNS Safeguard brought the latest installment of pumps to the U.S. Navy’s base in Yokosuka, Japan, two days ago for delivery onward.
Relief Efforts Grow

The Seventh Fleet conducted humanitarian relief and search- and-rescue missions off the coast of Japan yesterday, with more than a dozen vessels either there or on the way. They have delivered 40 tons of relief supplies.

The USS Ronald Reagan conducted three helicopter sorties delivering seven tons of food and water. Choppers from other ships in the Reagan Carrier Strike Group flew a dozen sorties with eight tons of food, water, milk, meals, clothing, medical supplies and other aid.

The USS Cowpens, a guided missile cruiser, canceled a scheduled return to the base at Yokosuka so it could move north to meet the strike group.

The USS Blue Ridge, the fleet’s flagship, is headed to the vicinity of Okinawa to pick up reserve and other personnel coming in by helicopter.
