India today joined a select group of nations manufacturing warplanes with the home-grown Light Combat Aircraft 'Tejas' moving a step closer to its induction into the Indian Air Force after getting its Initial Operational Clearance (IOC) here.

27 years after the project was initiated, defence minister AK Antony handed over the IOC certificate to Air Chief Marshal PV Naik at the HAL airport in Bangalore.

"This is only the semi-finals", Antony said, adding the LCA would enhance national security and build the country's own fighter aircraft capabilities.

The IOC paves the way for the IAF to get the fighter aircraft, the first in June. It will have four LCAs with it by the end of the year to put them under several flying missions for attaining the Final Operational Clearance (FOC), which will be the last hurdle before the LCA joins operational squadron service.

The minister said getting the IOC for the project was a significant milestone in the aviation history of the country as it will prove to be the stepping stone for the future aircraft development projects.

The aircraft, with an investment of over Rs 14,500 crore, has been developed by DRDO's Aeronautical Development Agency after battling technology denial regimes and sanctions for nearly three decades.

"After crossing a number of challenges and accomplishing a significant series of milestones including weapon delivery, in over 1500 sorties, the country is poised for a major turning point with the declaration of the IOC," Antony said.

Asked about LCA's comparison with its counterparts in the neighbourhood, the Minister said, "Our modernisation is not in response to any other country."

"The LCA induction will start in June and by December, we will have four aircraft. The squadron would be formed here itself as to do away with initial glitches, we would be required to be here and rectify (any problem)," Air Chief Marshal Naik said.

He said the IAF would deploy the first two squadrons of the aircraft at its Sulur air base and "after that we will see how it functions and then decide about other aircraft."

The IAF has plans to induct a total of around 200 planes of which orders for the initial 40 have already been placed by the IAF.

The aircraft, which costs between Rs 180 to 200 crore per piece, is presently powered by American GE-F 404 engine and the advanced GE-414 engines have been chosen for powering the LCA Mk II aircraft, which are likely to be developed by 2014.

The development of the aircraft, primarily to replace the ageing Russian MiG-21 and MiG-27s, was affected by the US sanctions in 1998 after the Pokharan nuclear test. The technology denial had led to delay in importing some items and developing alternative equipment, since vendor identification and development to production cycle took time.

Commenting on the refinements sought by the IAF in the LCA in IOC configuration, Naik said, "Refinement to the IOC aircraft is a very routine exercise. There are various things for example like all weather and lightning clearance. So, all these things have to be done 100 per cent. We have waited for a long time for this aircraft. So we would like it to be 100 per cent ready by the time it is inducted into operational squadron service."

Asked if the aircraft was yet to incorporate IAF requirements, he said, "We need time to punch out these things."

On increasing the indigenous content of the LCA, DRDO chief V K Saraswat said, "At present, the aircraft has 60% indigenous content but by the time it gets its FOC, it will have 75% indigenous equipment on board."

Asked if the DRDO would go for achieving a 100% indigenous aircraft, he said, "There is nothing like 100% indigenous one. Even the shirt worn by you is not indigenous.

"It will not be correct and cost effective on our part to attempt 100% indigenisation. Because then you will make an aircraft which will be costliest aircraft with largest infrastructure," he said.

The limited series production of the aircraft was granted initial operational clearance (IOC) by defence minister AK Antony, with part compliance of parameters vis-a-vis air staff requirementsof the IAF.

IOC comes after 27 years of conceptualising the programme. The historic flights were flown by Group Captains Thomas and Tyagi.

IAF would get two more LCAs by June 2011 and two by the year end.
With Rs12,000 crore spent on the development of Tejas, it still has only 60% indigenous content, said DRDO chief Dr VK Saraswat. He said by the time the aircraft gets its Final Operational Clearance (FOC), expected in December 2012, it would be over 75 % indigenised.

IOC would allow the IAF to have the aircraft inducted in its squadrons and its personnel fly the aircraft for training purposes. An IOC declared fighter is ready to perform all functions except go into battle. Only after the FOC does an aircraft become battle-worthy, as FOC certifies its weapons-delivery.

Air Chief Marshal PV Naik termed it a low-end aircraft, short of the Swedish Gripen NG aircraft, in the single-engine category, and said as it develops it would reach the fourth generation status and would fill in the numbers required, as a medium and low-end category aircraft.

Antony who handed over the IOC certification to the Air Chief, said, “after crossing a number of challenges and accomplishing a significant series of milestones of envelop expansion, sensor integration and weapon delivery in over 1,500 sorties, the country is poised for a major turning point with the declaration of the IOC.”

According to former air chief FH Major it is a milestone for the IAF to achieve the IOC for Tejas. The first squadron of the LCA comprising 20 aircraft would be delivered by 2015. It would be powered by the American engine GE404IN20, as would be the next 20 aircraft. However, the next batch will be powered by GE-414.

The plan is to build 200 LCAs, 140 for the IAF and the remaining for the navy. Each fighter aircraft costs Rs200 crore, Hindustan Aeronautics Limited chairman Ashok Nayak said.

TMD看阿三新闻真累,新定义,新词汇那是哗哗的往外冒啊。相同词汇,在正常国家里的用法和印度的用法常常不一样,比如GDP。。。。

   印度欲组建布拉莫斯导弹包围圈
    近来印度军方频繁升级武器库,导弹升级成为印度军方的重要任务。27日,印度军方成功试射两枚可携带核弹头的国产短程导弹;21日,印度首次成功进行新型巡航导弹“布拉莫斯”的垂直试射更引人关注。据悉,印度陆海空三军将列装超过500枚布拉莫斯导弹,并打算向东南亚多国出口,以便对周边邻国形成 “半月形包围圈”。
  
    成功试射“大地”系列导弹
  
    27日早上,印度军方成功试射两枚短程弹道导弹,其中1枚是“大地—2”型地对地导弹,另1枚是“大地”的海军型(亦称“弓”型导弹)。
  
    据印度媒体报道,军方当天在奥里萨邦首府布巴内什瓦尔东北大约230公里处的钱迪普尔导弹发射场成功试射一枚“大地—2”型地对地导弹,在奥里萨邦沿海的军舰上试射一枚“弓”型导弹,两艘军舰参与了发射活动。钱迪普尔导弹发射场负责人达什对媒体表示,两次试射均成功。试射成功后,军方通过雷达、光电遥感器等监测出了导弹的运行轨迹。印度国防研究与发展组织印度东海岸的“整合试射场”观测了两次发射。
  
    据悉,“大地”型短程导弹弹体长约9米,可携带常规弹头或核弹头,是印度首款自行研制弹道导弹。“弓”型导弹是“大地”型导弹的海军型变体,最大射程350公里。
  
    “又一个世界第一”
  
    除试射“大地”系列导弹外,印度还于21日在全球首次成功从海上垂直发射布拉莫斯导弹。发射成功后,印度媒体兴奋地报道说,“又一个世界第一,而且是属于印度的。”
  
    印度总统普拉蒂巴·帕蒂尔和国防部长A.K。安东尼都向支持研究的国防研究与发展组织表示祝贺。据悉,印度陆海空三军将列装超过500枚布拉莫斯导弹,以便对周边邻国形成“不对称技术优势”。
  
    布拉莫斯航空航天公司主管斯瓦萨努·皮莱博士表示,印度海军东部舰队驱逐舰“兰维尔”号21日从新安装的垂直发射井中打出一枚布拉莫斯导弹,导弹先爬升到弹道最高点,再以极高速度俯冲攻击,在末段飞行中开启雷达导引头,最终击中停泊在孟加拉湾深处的退役护卫舰“迈恩”号。导弹直接从靠近水线处钻进舰体,然后在舰内爆炸。
  
    皮莱博士兴奋地说,经过21日的试验后,印度成为世界上第一个也是唯一一个“拥有多平台机动发射超音速巡航导弹的国家”。
  
    满足海军装备需求
  
    据印度媒体报道,21日的发射试验标志着布拉莫斯导弹家族已能满足海军装备的需求,特别是能从舰载垂直竖井中发射。“要知道有了垂直发射装置,军舰就能向 360度范围内任何目标发动攻击,而不是像传统倾斜发射架那样,军舰必须调整行驶角度才能射击”。皮莱强调,将体形硕大的布拉莫斯巡航导弹装到密封的垂直发射箱里,不仅对导弹本身可靠性提高有好处,还能节约舰艇内部空间,并对舰艇隐身有益。
  
    据悉,印度海军已耗资71.1亿卢比 (约合 1.54亿美元)订购了49套布拉莫斯倾斜式导弹发射架,安装到部分拉吉普特级驱逐舰上,以提高这些老式战舰的打击威力。至于布拉莫斯导弹的垂直发射系统,印度海军则打算部署到下一批大型舰艇上。目前,印度正耗资1166.2亿卢比在孟买建造三艘加尔各答级驱逐舰,每艘舰计划部署16枚可垂直发射的布拉莫斯导弹。(罗山爱)

    欲售2000枚布拉莫斯导弹,预计年销售额达10亿
  
    印度一直被视为主要的武器进口国,但布拉莫斯导弹亮相后,印度已将目光瞄准正在快速增长的国际巡航导弹市场,从而变为武器出口大国。
  
    皮莱博士在接受媒体采访时表示,2017年前印俄两国将力争销售2000枚布拉莫斯导弹,预计每年销售额达到10亿美元,使布拉莫斯公司成为亚洲最大的导弹生产商。目前,印度正计划提高其位于海德拉巴市的导弹生产基地的产能。
  
    目前,印度竭力试图打开“友好国家”的市场,尤其是地处东南亚的马来西亚、印尼、越南及泰国,其中向马来西亚、印尼、越南推销的重点是空射型布拉莫斯导弹,而针对泰国则以推销陆基型和海基型布拉莫斯导弹为主。皮莱博士特别强调马来西亚现任总理巴达维曾访问过布拉莫斯公司,马空军现役的苏 -30MKM战斗机也具备携带布拉莫斯导弹的潜能,因此布拉莫斯导弹在马来西亚的胜算很大。至于泰国,皮莱表示,泰国海军有意更换旧式导弹,布拉莫斯导弹的技术优势非常明显。
  
    一旦布拉莫斯导弹成功打入上述国家市场,再加上印度自用的导弹,布拉莫斯导弹将形成“月牙形”包围圈。据分析,越南、马来西亚等国正加强在南沙海域的军事力量,加快部署一批先进导弹,布拉莫斯巡航导弹所具备的超音速突防能力正是它们所希望获得的“撒手锏”。(罗山爱)

    2分钟内可完成发射,可实行“外科手术式攻击”
  
    布拉莫斯导弹(BrahMos)是俄罗斯于1995年邀请印度共同投资开发的超音速导弹,连它的名字也是由印度布拉马普特拉河 (Brahmaputra River)和俄罗斯莫斯科河(Moscow River)衍生而来,意在体现俄印之间的亲密关系。
  
    布拉莫斯导弹看上去像细长的“飞行铅笔”,速度可达2.8马赫,并能垂直发射。皮莱博士声称,布拉莫斯导弹可在2分钟内完成发射,而印度陆军现役的大地短程弹道导弹则需要20分钟甚至更长时间才能发射,“如果布拉莫斯导弹从印控克什米尔发射,就能在30秒内打击巴控克什米尔境内的恐怖训练营,这一威力甚至超过美国战斧导弹”。据悉,印度目前已装备和在研的布拉莫斯导弹家族主要包括海基、陆基和空基型超音速巡航导弹。陆军部署的布拉莫斯 Block-2型导弹被设计成“精确打击武器”,能够击中500至800公里外的杂乱城市环境中的小型目标。一旦需要,印军就可用该导弹对严密防守的巴方目标进行“外科手术式攻击”。
  
    不过分析人士指出,布拉莫斯导弹的威力很可能被夸大了。今年1月,印军曾对多枚布拉莫斯陆基型导弹展开试射,结果导弹全部脱离靶标几十公里。
  
    此外,俄罗斯最近表示不会向印度转让导弹冲压发动机、导引头等制造技术,这意味着印度无法独立完成布拉莫斯导弹的生产。

也别嘲笑人家,沈飞的战绩同样光辉,当年曾有制造的歼-6被军方全部拒绝接收的事件……另,成飞初期也有类似的事情,歼-7也曾被部队认为还不如歼-6可靠。
航空工业是容不得一点马虎的,中国早年出那样的事情是因为WG期间的特殊情况,甚至一度沈飞成飞取消了质量检查员“充分发挥工人群众的能动性……”

从上下文来看,不是"形成初始战斗力",而是"初步准产",也就是说LCA可飞,但还未到可用的阶段。

文中明确提到今年年底前将试装4架LCA以进行进一步测试直至取得"最终生产许可",之后才能开始批产进入作战部队服役,这个节点应该在2012年底的样子。

Indian Air Force on Monday began the process to induct indigenously built light combat aircraft (LCA) Tejas.

The limited series production of the aircraft was granted initial operational clearance (IOC) by defence minister AK Antony, with part compliance of parameters vis-a-vis air staff requirementsof the IAF.

IOC comes after 27 years of conceptualising the programme. The historic flights were flown by Group Captains Thomas and Tyagi.

IAF would get two more LCAs by June 2011 and two by the year end.  With Rs12,000 crore spent on the development of Tejas, it still has only 60% indigenous content, said DRDO chief Dr VK Saraswat. He said by the time the aircraft gets its Final Operational Clearance (FOC), expected in December 2012, it would be over 75 % indigenised.

IOC would allow the IAF to have the aircraft inducted in its squadrons and its personnel fly the aircraft for training purposes. An IOC declared fighter is ready to perform all functions except go into battle. Only after the FOC does an aircraft become battle-worthy, as FOC certifies its weapons-delivery.

Air Chief Marshal PV Naik termed it a low-end aircraft, short of the Swedish Gripen NG aircraft, in the single-engine category, and said as it develops it would reach the fourth generation status and would fill in the numbers required, as a medium and low-end category aircraft.

Antony who handed over the IOC certification to the Air Chief, said, “after crossing a number of challenges and accomplishing a significant series of milestones of envelop expansion, sensor integration and weapon delivery in over 1,500 sorties, the country is poised for a major turning point with the declaration of the IOC.”

According to former air chief FH Major it is a milestone for the IAF to achieve the IOC for Tejas. The first squadron of the LCA comprising 20 aircraft would be delivered by 2015. It would be powered by the American engine GE404IN20, as would be the next 20 aircraft. However, the next batch will be powered by GE-414.

The plan is to build 200 LCAs, 140 for the IAF and the remaining for the navy. Each fighter aircraft costs Rs200 crore, Hindustan Aeronautics Limited chairman Ashok Nayak said.
2011年6月份和年底各2架交付IAF.
但是所谓的FOC要到2012年!  呵呵, HAL还早呢.....

当年LCA的作战对象是共军和巴基斯坦即将批量装备的歼-7系列(共军大批量列装歼-7还是20世纪70后期80年代初期的事情,巴基斯坦大批量列装歼-7是20世纪80后期90年代初期的事情),共军的歼-7都快停产或者已经停产了LAC还没投产。
