LOS ANGELES (MarketWatch) -- China's finance minister will not attend this weekend's Asia-Pacific Economic Cooperation forum summit in Kyoto, Japan, possibly due to Sino-Japanese tensions, the Nikkei reported Tuesday. A deputy-level official will take the place of Finance Minister Xie Xuren at the APEC meeting, the report said without citing sources.
