Stability and efficiency will be the engine of Vietnam’s sustainable economic growth, ADB Country Director for Vietnam Ayumi Konishi said at a press briefing in Hanoi Tuesday on the announcement of the Asian Development Outlook 2010 (ADO).

The annual ADB publication that forecasts economic trends in Asia, said policies focusing on macroeconomic stability rather than rapid growth, and efforts to improve the economy’s efficiency are essential for Vietnam's sustainable development as a middle income country.

Substantial and timely policy responses helped Vietnam weather the global recession in 2009, and Vietnam 's growth is projected to accelerate in 2010 and 2011. However, the economic stimulus measures also resulted in devaluation and inflation pressures, it said.

The report emphasises the importance of macroeconomic stability, since investor confidence is the key factor for Vietnam to attract large inflow of foreign direct investment and to ensure that the capital account surplus is larger than current account deficit to result in the increased foreign exchange reserve.

As Vietnam will implement the new Socio Economic Development Plan 2011-2015 as a middle income country, focus on efficiency will enable Vietnam to be integrated deeper into the regional and global value chains, it said.

“Without enhancing the efficiency of the country's economic systems, attempts to achieve higher economic growth rate will inevitably invite the return of high inflation, and people's concern over inflation will result in the pressure on Vietnamese dong,” Konishi said.

He added that inflation will make the poor suffer the most, and the devaluation expectations will discourage the continued in flow of foreign direct investment which has been the engine of Viet Nam's rapid economic growth.

The report noted that the Government took several steps to improve governance and the business environment in 2009 and welcomed the ongoing efforts under Project 30 to reduce administrative procedures as a policy on right direction to improve efficiency.

The report commended Vietnam's macroeconomic management during the global economic crisis and the achievement of 5.3 percent growth in 2009.

Based on somewhat tightened fiscal policy with the fiscal deficit target at 8.3 percent of GDP, and the tightened monetary policy with the target credit growth of 25 percent this year, GDP growth is projected to accelerate to 6.5 percent in 2010, and then to 6.8 percent in 2011, with the average inflation of 10 percent and 8 percent in 2010 and 2011.http://vietnewsonline.vn/News/Bu ... ngine-of-growth.htm

Vietnam to adopt Japan bullet train technology

Vietnam's cabinet has approved a $55.9 billion project to build a high-speed rail line connecting Hanoi and Ho Chi Minh City using Japan's bullet train technology, the Nikkei business daily reported on Thursday.

Construction of the railway that connects the northern and southern parts of Vietnam will begin in 2012, the paper said. Operations on part of the line will start in 2020, it said.

Japanese companies like Kawasaki Heavy Industries Ltd, Mitsubishi Heavy Industries Ltd, Mitsubishi Corp and Sumitomo Corp had been urging the government to adopt the technology, the paper said.

Dried Seafood Export rakes in a lot of clams for Vietnam

VietNamNet Bridge – The year 2010 could continue to be a successful year for the dried seafood industry after a major export boom in 2009, according to the Vietnam Association of Seafood Exporters and Producers (VASEP).

According to the General Department of Customs (GDC), Vietnam exported 43,000 tonnes of dried seafood in 2009, reaping $160 million, an increase of 31.2 percent in quantity and 9.9 percent in value compared to 2008. The average export price was $3.49 per kilo.
Vietnam’s dried seafood products have been welcome in more than 50 countries worldwide. Most of the markets have seen very satisfactory 2-3 digit growth rates year after year.
In the past, ASEAN, South Korea, China, Japan and Taiwan are the main export markets for Vietnam’s dried seafood products. Combined they consume 80 percent of Vietnam’s dried seafood exports.
However, in 2009 South Korea, surpassing ASEAN, became the biggest import market for Vietnam’s dried seafood, consuming approximately 12,000 tonnes. This is an increase of an astounding 147.3 percent from 2008.
Despite the great potentials, traditionally Vietnam has not paid suitable attention to pushing up the export of dried seafood. When talking about seafood export, analysts have always touted the merits of tra, basa and fresh shrimp and various frozen exports.
Nguyen Truong Thinh, a Viet Kieu and trader of dried anchovy in the U.S., said: “In the US, dried anchovy is mostly being sold at the supermarkets of Asian people community such as South Korean, Taiwanese and Chinese. I’m sure that the products originate from Vietnam, but the labels on the products do not say that they are from Vietnam”.
Also according to Thinh, Vietnamese export products have some weak points. One of the problems is the poor labeling and packaging. Vietnamese enterprises have not been aware of the importance of marketing and they do not have long term strategies to ‘conquer’ export markets.
In the latest news, in the first three months of the year, Vietnam exported 6258 tonnes of dried seafood worth $24.2 million, according to GDC. In March alone, Vietnam exported 3232 tonnes of products valued at $.8 million, an increase of 45.4 percent in quantity and 3.5 percent in quality in comparison with the same period of the last year.

According to VASEP, the exports to Russia and Ukraine are forecast to see continued sharp increases this year after the two markets increased the imports significant in the last months of 2009. The exports to Ukraine, for example, increased by 251 percent in quantity and 206 percent in value in comparison with the same period of 2008.

Gov’t okays coastal development project

LookAtVietnam – The Government has approved a five-year training project on sustainable management, protection and development of coastal areas and islands nation-wide.

Local government in coastal areas will receive assistance to develop and market local natural products and services for the tourism industry.

The project, that will span from 2010 to 15, aims to train marine management and sea resources staff, update legal materials for ocean and island management and protection and raise community awareness about sustainable resource exploitation and protection of coastal areas. Under the programme training will be provided to sea resources, marine management and commune-level coastal management staff. Soldiers, navy officers and fishermen will also be among those to receive training.

Successful models of sustainability will be introduced to participants and their adoption encouraged.

Field trips will also be organised for local reporters, residents and fishermen, to learn about sea ecology systems like coral and mangrove forests.

If implemented according to plan, by 2015 all communes and towns in coastal areas will be educated about environmental problems affecting coastal areas.

Another focal point of the project will be to improve advertising of local sea attractions. Local government in coastal areas will receive assistance to develop and market local natural products and services for the tourism industry.

As part of the communications campaign, broadcasting hours and a greater diversity of television programmes relating to protection of coastal areas will be encouraged.

The project, which has a total budget of VND175 billion (US$9.7 million), will draw 118 billion ($6.5 million) worth of funds from the central government and the rest from local government contributions.
Da Tay Island(南沙群岛的西礁) opens logistics center for fishermen

A fishery logistics service center has been set up on Da Tay Island of the Truong Sa (Spratly) archipelago to help boost the development of the fishing industry there.

LookAtVietnam - A fishery logistics service center has been set up on Da Tay Island of the Truong Sa (Spratly) archipelago to help boost the development of the fishing industry there.

The center was established by the Ho Chi Minh City-based East Sea Fisheries Exploitation Service Co., Ltd., an affiliate of the East Sea Fisheries Corporation.

It is located around 600km northeast off the coast of Vung Tau city, 500km northeast off the coast of Nha Trang city, and 100km from Truong Sa Lon (Large Spratly) Island.

The center supplies fuel and food at the same prices as inland, provides fresh water free of charge, repairs ships for free, offers boats shelter from storms, provides healthcare services, transports sea products inland, and organizes cultural activities.

On January 4, Deputy Chairman of the Quang Ngai Province People’s Committee Truong Ngoc Nhi asked the provincial Department of Agriculture and Rural Development and local authorities of coastal districts to cooperate with the company to introduce the center to more fishermen and help improve the economic efficiency of the local fishing sector.

Hien said that the navy will build high-speed boats or use planes for transportation between the mainland and Truong Sa. In addition, Truong Sa has been covered with radio, television and mobile services.

Currently, boats from the mainland to Truong Sa can run between 8-10 miles per hour. The navy will put into operational boats with average speed of 15 miles per hours. The commute will be cut to 24 hours or less.

Answering VietNamNet’s question about boosting civilian activities on Vietnam’s islands, Hien said this is a sound decision by the Party and the State, because Vietnam has to provide military protection to its possessions besides developing economics.

According to the general, sovereignty over sea and islands is confirmed by civil life and economic life. The navy is promoting this task. Recently, the Truong Sa Islands welcomed two newly born citizens.

Vietnam also built wind and solar energy works on Truong Sa to improve the life of local people and soldiers.

Hien also said that the navy supports the policy to bring tourists to Truong Sa.

Talking about the strength of the navy, Hien explained that, in the past, the navy was weak because it was equipped with old ships of the US and Russia.
“Now we have a sea strategy. To set sail, we have to protect our sovereignty and economic activities in the sea, so we have to further equip our naval forces,” Hien commented.

Vietnam’s navy has also boosted its cooperation with the navies of other countries.

Early in 2009, the navy sent officials to China, Thailand and Malaysia and will send more to Japan, France and the US in the near future to learn from their experiences. The navy will then hold a search and rescue rehearsal with the Chinese navy and other countries.

主要只是越南的经济数据,以及在南海的军事扩张和经济扩张。
这些基本都是客观的数据以及对事实的罗列,主观上“编辑”的痕迹少,有助于了解一些事情。
