Pakistan radar, missile deal risks technology leak to China

China could gain access to French radars and missiles via Pakistan, it has been suggested.

Pakistan is seeking to acquire the systems for use on its JF-17 (FC-1) light fighter aircraft, being jointly developed by China's Chengdu Aircraft Industry Group and the Pakistani Aeronautical Complex.

Sources in Pakistan have told Jane's that the country is in talks with the French government for MBDA MICA air-to-air missiles (AAMs) and Thales RC 400 multimission radars for the fighters, a move that is likely to go ahead, according to Russian and Chinese sources, and could lead to the technology leaking to China, it is feared.

Russian industry had targeted JF-17 weapon sales to Pakistan as a key opportunity, but this has been blocked by Russia's export agency, Rosoboronexport, to avoid offending India, a key customer for Russia but a nuclear rival of Pakistan.

The export to Pakistan of the RD-93 engine, which powers the Chinese version of the aircraft, has also encountered difficulties as Russia focuses on India's requirement for more than 126 multirole combat aircraft (MRCA) - a deal that is likely to be Russia's largest winnable opportunity for years to come.

Western intelligence experts have expressed concern that the technology could be reverse-engineered by China if sold to Pakistan. Chengdu's other major fighter programme, the JF-10, was given a significant boost when Chinese designers were allowed to examine the Pakistan Air Force (PAF) Lockheed Martin F-16 fighter.

"This would be a circumvention of the [EU] arms/defence technology embargo on China, which is undesirable, but it would also create a significant shift in the military balance between China and two of its neighbours - Taiwan and India," commented a US-based Chinese military analyst.

Taiwan's air force operates 60 Dassault Mirage 2000-5 fighters equipped with the same MICA AAM and the Thales RDY radar, from which the RC 400 is derived. The proposed sale to Pakistan and the possible transfer of this technology to China, would compromise the entire Taiwanese Mirage 2000-5 fleet.

French technology being accessed by China would also have a substantial impact on any effort by France to sell to India. France is hoping to sell the Dassault Rafale fighter to meet India's MRCA requirement and MBDA and Thales are in the last stages of negotiating an upgrade for India's Mirage 2000 aircraft.

One analyst said: "Not only is this giving the Chinese the ability to circumvent the EU embargo, but it also destroys relations between France and two of its biggest export customers."

Neither French government representatives nor MBDA had responded toJane's requests for comments prior to going to press.
