7月21日，美国海警在加利福尼亚基地向菲律宾海军交付第三艘“汉密尔顿”级（ Cutter Boutwell，WHEC-719）巡逻舰，菲海军将其命名为BRP Andres Bonifacio，PF-17.

ALAMEDA, Calif. – The Coast Guard will transfer a decommissioned cutter, formerly known as the Cutter Boutwell, to the Republic of the Philippines in a transfer ceremony Thursday at Coast Guard Base Alameda.
The decommissioned cutter was declared an excess government asset and is being transferred to the Philippines through theExcess Defense Articles program.
After the transfer, the decommissioned cutter will be designated a Philippine frigate named BRP Andres Bonifacio.
WHAT: EDA transfer ceremony of a Coast Guard cutter to the Philippine Navy
WHERE: Coast Guard Base Alameda

Rear Adm. Joseph M. Vojvodich, the Coast Guard’s Assistant Commandant for Acquisition and Chief Acquisition Officer, presiding official and signatory
Rear Adm. Bayani Gaerlan, Commander Philippine Fleet, signatory
Capt. Matt Gimple, Coast Guard Cutter Boutwell commanding officer (acting)
Capt. Brendo J. Casaclang, BRP Andres Bonifacio commanding officer (prospective)

Interviews and live shot location opportunities are available. The event is not open to the public; however, the media is invited to attend. Boutwell was decommissioned March 16 at San Diego after 50 years of service to the nation. Boutwell is the third and longest-serving cutter named after the former Secretary of the Treasury, George Sewall Boutwell.
Under the EDA program, defense articles, or military equipment that are declared excess, can be offered to foreign governments or international organizations.  Typically, EDA is transferred to U.S. allies for their modernization efforts.
