台灣和美國國防部高層目前正在加州聖地牙哥舉行雙邊會談，美國方面今天說出重話！美國國防部副次長勞禮斯直接警告台灣，如果台灣無意自我防衛，美國也無法協防台灣，他說「台灣關係法」不是對台灣防衛開出的空白支票，TVBS特派記者史哲維來自加州的報導。

由美台商會「US-Taiwan Business Council」所舉辦一系列的「美台防禦高峰會議」，今年是第四屆，連年應邀在這場閉門會議致辭的美國官員卻從一開始的對台灣當局表示欣賞支持，演變成頗有微辭，到今年則是明確的提出警告與通牒。而且美方提出訴求的溝通對象，也從過去的扁政府，後來的在野黨到現在的直接表達寄希望於台灣人民。TVBS特派記者史哲維、段士元來自美國聖地牙哥的採訪報導。

針對「台灣自我防衛」的議題上，美國布希政府對台灣政治人物的失望和不滿，顯然已經升到了一個新高點。美國國防部副次長勞禮斯雖然臨時決定不能出席今天第四屆的「美台防禦高峰會」，但是在他的書面致辭講稿中，明確提出警告說：美國的台灣關係法並不是一張保護台灣的空白支票，而且美國如果認定台灣無意自我防衛，那麼美國也無法來防衛台灣。

國防部副次長勞禮斯的書面致辭共十三頁長，由美國國防合作安全署的資深官員羅斯在今天的閉門會議上代為宣讀。勞禮斯點出，大家對台灣關係法都只偏向注意美國對台灣安全的責任；但在法律未明文條列的基本假設裡，台灣對於自我防衛必需要有準備、有決心、和有能力，這是台灣所必須做到的前提。

勞禮斯也不客氣的直接指出，在台灣立法院待審的軍購特別預算，已經成為政治皮球、和政客的遊戲。而扁政府在年度預算的編列上，也讓國防經費被其他項目排擠。勞禮斯的講辭中也指出，他沒有要怪誰，但是他希望能直接與台灣人民對話，他希望台灣人民知道，國防不是一個黨派鬥爭的皮球，而是直接牽涉到人民的未來、人民的幸福、和人民的安全。他認為台灣人民應該要讓民選官員們對他們在國家安全上的作為、以及缺乏作為，付出政治責任。

國防部副次長勞禮斯是為了參與北韓核武「六方會談」，而臨時在最後一刻取消出席這項「美台防禦高峰會」。其他出席的美國政府官員除了國防合作安全署的羅斯之外，還有國防部中蒙台科科長懷特，以及國務院台灣科科長夏千福。

We always cite the Taiwan Relations Act, because it's good policy and it's the law. However, inherent in the intent and logic of the TRA is the expectation that Taiwan will be able to mount a viable self-defense. For too long, the Taiwan Relations Act has been referenced purely as a U.S. bligation.

There is an explicit expectation in the TRA that Taiwan is ready, willing and able to maintain its self-defense. Taiwan must fulfill its unwritten, but clearly evident obligations under the Taiwan Relations Act...

… Instead, the special budget became a political football. Its destiny was to be kicked and head-butted… that this battered ball has been kept in play more to entertain the players, the politicians, than to serve the real needs of Taiwan…

…the Chen administration in all of the regular budgets it has submitted has consistently placed defense spending behind other priorities…

… I am not here to play the blame game. If possible, I wish to speak directly to the people of Taiwan. After all, this is about their future, their wealth, and their security. I want them to know that national security is not simply a political football. Rather, national security is a political responsibility and the people of Taiwan should hold elected officials accountable for what they are doing, or more correctly, not doing.北美新浪
