Beijing (AFP) - China's push to encouragemore couples to have a second child after decades of restrictive familyplanning policies has fallen short of expectations in the first year, statemedia reported Monday.

The National Health and Family PlanningCommission received less than half of the expected two million annualapplications for couples to have a second child, the official Xinhua NewsAgency reported, without citing exact numbers.

国家卫生与计划生育委员会本来预计今年会有200万个生二胎的申请,可最终收到的申请还不到一半,新华社报道,并没有说明具体的数字。

The world's most populous country hasrestricted most families to a single child since the late 1970s, but theCommunist Party has started easing controls, allowing couples to have twooffspring so long as one of the parents is an only child, rather than both.

自70年代末期以来,中国实行了一胎化政策,但是GCD现在开始放宽限制,现在只要父母有一方是独生子女,就可以生二胎。

The change began with a pilot programme inthe wealthy coastal province of Zhejiang before expanding nationwide. Couplesmust still submit an application to the commission before having a secondchild, and not all have been approved.
