ZAMBALES, Philippines — The Philippines and the United States launched war games Wednesday at a naval base facing turbulent waters claimed by China, as the allies sought to highlight their expanding military ties.
About 2,300 marines from both sides are taking part in the annual exercises which this year are being staged alongside the West Philippine Sea and ahead of US President Barack Obama’s planned first visit to the Philippines next month.

“Multilateral exercises and agreements are essential in our cooperation and operational readiness as a multi-capable force, ready to defend our country’s sovereignty and integrity,” Philippine Navy vice-commander Rear Admiral Jaime Bernardino said in a speech at the opening of the exercises.

The three-week Philippine-US Amphibious Landing Exercises (Phiblex) will involve two US warships, as well as a series of live ground fire exercises and jungle survival training.
The Filipino exercises commander, Brigadier-General Remigio Valdez, said they would also include simulated amphibious assaults to capture islands held by hostile forces.
“We are building our capability on amphibious operations, so it’s part of the scenario,” he told reporters, although no specific hostile country was named.
Scarborough Shoal a flashpoint for tensions

持续三周的美国菲律宾两栖登陆演习将有两艘美国军舰参加，此后还有一系列的地面消防演习和丛林生存训练展开。

The exercises were launched at a naval base in San Antonio, a town on the western coast of Luzon island that faces the West Philippine Sea.
The naval base is about 220 kilometers from Scarborough Shoal, a group of rocky outcrops that is one of the flashpoint areas in the territorial dispute between the Philippines and China.
The Philippines insists it has sovereign rights to the shoal, which fishermen from coastal towns near San Antonio have sailed to for decades, because it is well within its internationally recognized exclusive economic zone.

The nearest major Chinese land mass to Scarborough Shoal is Hainan island, about 650 kilometers away.
But China claims nearly all of the West Philippine Sea, even waters and land formations close to the other countries. Vietnam, Malaysia, Brunei and Taiwan, as well as the Philippines, have overlapping claims to parts of the sea.
The rivalries have for decades made the sea, home to vital global shipping lanes, a potential trigger for military conflict.
Tensions have risen sharply in recent years amid accusations by the Philippines and Vietnam of increasing Chinese aggressiveness.
The Philippines says Chinese vessels have occupied Scarborough Shoal since last year, preventing Filipino fishermen from going there. This month the Philippines accused China of erecting concrete structures there to begin a permanent presence.
However neither the US nor Philippine side would say exactly where the Phiblex exercises would be held, and Valdez said the drill to retake islands was not for Scarborough Shoal.

“There is no specific activity in the exercises designed (for) the Scarborough,” Valdez said.
The exercises are taking place as the allies move closer to a planned deal that would expand the US military presence in the Philippines.
The pact would allow the United States to bring military hardware on to local bases, and formalise more US troop visits. The Philippines has said it wants the pact signed as soon as possible.
Speaking at the opening ceremony, Brigadier-General Paul Kennedy, commander of the US 3rd Marine Expeditionary Brigade, said he did not know if the agreement would be ready in time for Obama’s visit to the Philippines on October 11 and 12.
“If it comes out of the president’s visit and if it’s politically mature enough to have been signed at that point it would be fortuitous, but I don’t have any idea where it stands at this point,” Kennedy told reporters.

The next round of negotiations are set for Manila starting on October 1.
The United States had a permanent military presence at two bases in the Philippines until 1992, when they were closed amid nationalist opposition.

Hire military advisers from abroad and receive advise on what we need to improve on. Also, we need to train and become a more disciplined force. I would like to think that the AFP have the ability to throw the Chinese of our land and islands however even the most nationalistic Pinoy must recognize that we have no capability. Budgets have been stolen for years and we have junk for equipment and can't afford any quality new weapons. The US has no interest in war with China over a few islets in the South China Sea, when they know that out lawmakers, senior military etc have stolen military budgets for years.

Our armed bankas will be easily pushed around by the Chinese but the Americans will not and they will sail as close to the occupied islets as they wish. Don't confuse the Philippines and their capabilities with that of the US. They may be our allies but they know we are always shooting ourselves in the foot by corrupt politicians and high ranking military stealing money, which is for new equipment for the AFP. We can shake our fists and shout insults but until we have credible military threat (ships and planes) we have nothing just rich corrupt senior military, lawmakers and their friends. Also how many of the the pork barrel scam are originally from China and we hear that some witnesses have already fled to Macau and other parts of China.

That is a sober analysis of the situation. Realistic. China won't even have to send warships, just the Chinese fishing boats will be sufficient. The AFP generals seem not to understand the situation, their focus is only where the kickback is coming from. It's just appropriate for Philippines to accept the 20 year proposal by US for our military to acquire more skills & improve its own defense. The US and the PH could have implemented the war games they have in Zamboanga siege of MNLF forces. Now on its 10th day the AFP have yet to completely topple the enemies whose using civilians as human shield. The AFP should launch an attacked to the known based of Misuari faction in Jolo and to bring back Misuari in jail for his crime against the people of Zamboanga. Deception Games. The yanks know very well AFP won't fight the PLA but it's ok for them as this allows them to install bases and exploit natural resources.

The Filipino exercises commander, Brigadier-General Remigio Valdez, said they would also include simulated amphibious assaults to capture islands held by hostile forces.
“We are building our capability on amphibious operations, so it’s part of the scenario,” he told reporters, although no specific hostile country was named.
Scarborough Shoal a flashpoint for tensions

The exercises were launched at a naval base in San Antonio, a town on the western coast of Luzon island that faces the West Philippine Sea.
The naval base is about 220 kilometers from Scarborough Shoal, a group of rocky outcrops that is one of the flashpoint areas in the territorial dispute between the Philippines and China.
The Philippines insists it has sovereign rights to the shoal, which fishermen from coastal towns near San Antonio have sailed to for decades, because it is well within its internationally recognized exclusive economic zone.

The nearest major Chinese land mass to Scarborough Shoal is Hainan island, about 650 kilometers away.
But China claims nearly all of the West Philippine Sea, even waters and land formations close to the other countries. Vietnam, Malaysia, Brunei and Taiwan, as well as the Philippines, have overlapping claims to parts of the sea.
The rivalries have for decades made the sea, home to vital global shipping lanes, a potential trigger for military conflict.
Tensions have risen sharply in recent years amid accusations by the Philippines and Vietnam of increasing Chinese aggressiveness.
The Philippines says Chinese vessels have occupied Scarborough Shoal since last year, preventing Filipino fishermen from going there. This month the Philippines accused China of erecting concrete structures there to begin a permanent presence.
However neither the US nor Philippine side would say exactly where the Phiblex exercises would be held, and Valdez said the drill to retake islands was not for Scarborough Shoal.

“There is no specific activity in the exercises designed (for) the Scarborough,” Valdez said.
The exercises are taking place as the allies move closer to a planned deal that would expand the US military presence in the Philippines.
The pact would allow the United States to bring military hardware on to local bases, and formalise more US troop visits. The Philippines has said it wants the pact signed as soon as possible.
Speaking at the opening ceremony, Brigadier-General Paul Kennedy, commander of the US 3rd Marine Expeditionary Brigade, said he did not know if the agreement would be ready in time for Obama’s visit to the Philippines on October 11 and 12.
“If it comes out of the president’s visit and if it’s politically mature enough to have been signed at that point it would be fortuitous, but I don’t have any idea where it stands at this point,” Kennedy told reporters.

Why deny that it is preparation for retaking of the Chinese occupied islands and shoal? The Chinese are not stupid. They know very well the purpose of this training.The last war exercises with the US was just a couple months ago, and now here it is again. We must follow the lesson of Japan in the 19th century. Send delegations all over the world to learn the most modern military techniques. Hire military advisers from abroad and receive advise on what we need to improve on. Also, we need to train and become a more disciplined force. No more police officers/military officers with big bellies. Replace incompetent personnel with officers who truly understand warfare.

I would like to think that the AFP have the ability to throw the Chinese of our land and islands however even the most nationalistic Pinoy must recognize that we have no capability. Budgets have been stolen for years and we have junk for equipment and can't afford any quality new weapons. The US has no interest in war with China over a few islets in the South China Sea, when they know that out lawmakers, senior military etc have stolen military budgets for years.

Our armed bankas will be easily pushed around by the Chinese but the Americans will not and they will sail as close to the occupied islets as they wish. Don't confuse the Philippines and their capabilities with that of the US. They may be our allies but they know we are always shooting ourselves in the foot by corrupt politicians and high ranking military stealing money, which is for new equipment for the AFP. We can shake our fists and shout insults but until we have credible military threat (ships and planes) we have nothing just rich corrupt senior military, lawmakers and their friends. Also how many of the the pork barrel scam are originally from China and we hear that some witnesses have already fled to Macau and other parts of China.

That is a sober analysis of the situation. Realistic. China won't even have to send warships, just the Chinese fishing boats will be sufficient. The AFP generals seem not to understand the situation, their focus is only where the kickback is coming from. Anyways many prefer to hallucinate that the US will fight a war to push back the Chinese from the South China Sea.

Practice makes perfect. This military exercise will help improve the skills of Philippine troops. Consider our armed forces lucky as the training is being given to us by US on a silver platter. It's just appropriate for Philippines to accept the 20 year proposal by US for our military to acquire more skills & improve its own defense. When the time comes 20 yrs had lapsed and a threat of aggression knocks on our doors, Philippines should be ready by then on itself.
I wish the agreement will be signed by President Obama on his coming visit to make it meaningful and historic moment my country will be truly proud of.

The US and the PH could have implemented the war games they have in Zamboanga siege of MNLF forces. Now on its 10th day the AFP have yet to completely topple the enemies whose using civilians as human shield. The AFP should launch an attacked to the known based of Misuari faction in Jolo and to bring back Misuari in jail for his crime against the people of Zamboanga. The moro dominated barangays of Zamboanga should also be checked kung mayron bang nakatambak na baril at armas sa mga bahay at mosque nito. Deception Games. The yanks know very well AFP won't fight the PLA but it's ok for them as this allows them to install bases and exploit natural resources.
Look what happened after fifteen years of VFA training, AFP can't handle a few rebels in Zamboanga and a bunch of bandits in Basilan. How many thousands of years would be needed to fight China :)? People in the cities would view our countrymen as too peace loving and would as much as possible avoid war. But here in the countryside we differ in our opinion of our countrymen. We are always ready to fight even to the minutest of things. The pains and toils of war is not unknown to us. We will not cower and hide when we will hear the thunder of bombs in the distance, rather we will stand up and fight. Have no doubt about it, if the chinese come with their hordes we will give them a good fight. If for some reason or another we might lose to the chinese, we will continue to resist them and will never give them a moment of rest.
The Zambo conflict is not a manifestation of the Filipino character in times of war. It is merely our government exercise of maximum tolerance.

China isn't interested in invading Luzon, Visayas or Mindanao it only claims the Spratly's . Americans don't intend to protect the Spratly's as they already announced. Even when they delivered those old decommissioned ships they made sure those were stripped of electronics and weapon systems. The USA just using pinoy's fear of an imaginary invasion in order to get their bases back and exploit PI's natural ressources. If fighting between the USA and China happens possibly because of Japan, expect PI to be drawn into a war it doesn't want and suffer the consequences.
