NEW DELHI: Needling India all along the unresolved4,057-km Line of Actual Control (LAC), Chinesetroops havecrossed over into Indian territory over 500 times since January, 2010.
  

新德里：自从2010年一月以来，中国军队已经超过500次跨过未解决的全长4057km印度实际控制线。




But much more than the sheer number of these "transgressions" - thegovernment refuses to call them "intrusions" - it's the increasinglyaggressive behaviour of the 2.5-million-strong People's Liberation Army (PLA)along the LAC that remains a major worry.

Many experts feel China, after building massive military infrastructure in TibetAutonomous Region withfive airbases, an extensive rail network and over 58,000-km of roads, is nowresorting to "a slow but steady cartographic aggression" to keepIndia under pressure.

The government, as always, played down the issue by holding the transgressionstook place due to "differing perceptions" about where the LACactually lies. "Our security forces also continue to patrol all areas thatfall within the Indian perception of the LAC," said defence minister A K Antony in Rajya Sabha on Wednesday.

Similar figures, if not more, have been recorded in earlier years. The numberof Chinese transgressions, as Antonysaid, have "generally been as per established pattern" during thelast five years.

But that does not detract from the fact that the PLA has been flexing itsmuscles through an aggressive border management policy to stake claim todisputed areas in all the three sectors - western (Ladakh), middle ( Uttarakhand, HimachalPradesh) andeastern (Sikkim, ArunachalPradesh).

During the 4th India-China annual defence dialogue lastDecember, India also told China that military patrols along the LAC should notbe undertaken at night, nor should they "surprise each other".Moreover, laid-down stand-operating procedures to cool down tempers should befollowed in the event of face-offs between the two armies.

India also suggested theproposed BPM mechanism at Lipulekh in themiddlesector should be shifted to the nearby Mana Passto make it operational, to follow the ones already in place at Nathu La, Bumla, Spanggur and Kibithu-Damai.

印度也通过热线电话，国旗会议，边防人员会议（BPM）和外交途径来解决PLA造成的“特殊事件”犯罪。在去年12月举行的第四届中印年度防务对话上，印度同样告知中国LAC的巡逻不应在夜晚进行，双方均不应“惊扰对方”。此外，当两军发生对峙时，应当采取柔和的立场和手段来调解。




India also suggested theproposed BPM mechanism at Lipulekh in themiddlesector should be shifted to the nearby Mana Passto make it operational, to follow the ones already in place at Nathu La, Bumla, Spanggur and Kibithu-Damai.
  

印度同样建议，在NathuLa, Bumla, Spanggur 和 Kibithu-Damai等地的问题解决的情况下，由中间部门对于Lipulekh（译：一条山道）拟议的BPM机制也应该转移到附近的ManaPass（译：又一条山道）上使其运作。
