几天前的新闻，不知现在如何了。说是尼星公司还没付18亿（尼日利亚货币单位）的保险金，如果到11月5日工作结束时还没付的话恐怕会影响发射任务。文章还说如果错过这次发射窗口，可能要等一年（不就是地球同步轨道么……窗口这么稀有？）。

The December 19 scheduled launch of NigComSat-1R in China may be jeopardised unless the Nigerian Communications Satellite Limited could cough out N1.8 billion between now and close of work tomorrow.

Managing Director, Nigerian Communications Satellite Limited (NigComSat), Mr. Timasaniyu Ahmed-Rufai, who disclosed this in Abuja yesterday, said the money was the  outstanding bill on insurance.

Ahmed-Rufai, who disclosed this during an interactive session with the Senator Gilbert Nnaji-led Committee on Communication, said the launch of the replacement satellite could only be permitted if the country paid the outstanding N1.8 billion before tomorrow.

He noted that if the country failed to launch the satellite as scheduled, the country might not get another launch window until after about one year.

The Nigcomsat boss said the danger of default in launching the satellite was that the satellite might disintegrate since it was not build to be left without launch for a long period.

Disintegration of the satellite, he said, might lead the country to lose about N41 billion (about $256 million).
NigComSat-1R was a replacement satellite for NigComSat-1 that had to be de-orbited on November 10, 2008.

“It was scheduled to be launched on December 19 in China but “the insurance of N1.8billion has to be paid by Friday failure which the country may not get another launch window,” he said.

The managing director also used the opportunity to explain the difference in function between the National Space Research and Development Agency (NASRDA) and NIGCOMSAT to the committee.

He said NASRDA was to build and launch satellite, while NIGCOMSAT was to commercialise and deploy ICT services.

He noted that the launch of the satellite would create jobs opportunities and make broadband available as presently Nigeria is spending $500 million on internet services.

He told the committee that capacity building has been ongoing as indigenous engineers have been trained internationally.
