Military ‘most corrupt,’ says Pulse Asia

ALMOST 50 percent of Filipinos think that the Armed Forces of the Philippines (AFP) is the “most corrupt” agency in the government, the latest Pulse Asia survey revealed on Monday.

The survey showed that 48.9 percent of Filipinos said that they believed that the Armed Forces was the most corrupt government agency because of recent controversies there linked to its higher officials.

Its survey found that the Philippine National Police, with 26.6 percent, is the second most corrupt and the Department of Public Works and Highways (DPWH), the third most corrupt with 18.2 percent.
“Between February 2009 and March 2011, there is a decline in the percentage of Filipinos who perceive the DPWH as the most corrupt government agency in the country [-13.8 percentage points],” Pulse Asia said.
In the 2009 survey, the Public Works and Highways department was perceived as the most corrupt agency, but has since dropped to third place with 18.2 percent because of a heightened watch against corruption.

The latest SWS poll said that 16 percent of Filipinos did not identify any government agency as most corrupt while 10 percent say that they did not know which government agency was most corrupt or refuse to respond to the probe.
The Department of Social Welfare and Development is considered least corrupt by Filipinos with 10.5 percent, followed by the Department of Health, 9.2 percent, and the Department of Education, 9 percent.
“Fewer Filipinos now consider the Department of Education as the least corrupt government agency than in February 2009 [9 percent versus 20 percent],” the poll said.

It added that eight in 10 Filipinos were aware of issues in the military, particularly revelations made by former Armed Forces Budget Officer and now retired Lt. Col. George Rabusa about “welcome [pasalubong] and send-off [pabaon] gifts” given to some high-ranking military officials.
Pulse Asia said that this high public awareness among Filipinos about the issues result from “the extensive media coverage of the alleged corrupt practices within the military.”
It added that 60 percent, or six in 10 Filipinos, said that congressional hearings on the alleged corruption in the military should continue.
Moreover, 33 percent of Filipinos think that the matter is best left to the courts while fewer than one in 10, or 7 percent of the respondent, think that the investigation should not be acted upon by any government agency.

The Pulse Asia survey, which was conducted on February 24 to March 6, 2011, used face-to-face interviews of 1,200 adults in Metro Manila, Balance of Luzon, Visayas and Mindanao and had a plus or minus 3 percent error margin at the 95 percent confidence level.
The pollster said that “Pulse Asia’s pool of academic fellows takes full responsibility for the design and conduct of the survey, as well as for analyses it makes based on the survey data. In keeping with our academic nature, no religious, political, economic or partisan group influenced any of these processes. Pulse Asia undertakes Ulat ng Bayan surveys on its own without any party singularly commissioning the research effort.”

The Armed Forces is taking as a “challenge” the results of the latest Pulse Asia, its chief of staff, Gen. Eduardo Oban Jr., said also on Monday.
He expressed belief that ongoing investigation by the Senate blue-ribbon committee on alleged military corruption has lessened the public’s negative perception of the alleged corruption in the military.
Oban said that reforms are continuing in the military, ranging from personnel to the various functional areas of the Armed Forces.
Set to retire in December this year, he vowed to stop all forms of corruption in the military and to pursue the reforms started by his predecessors and to initiate more reforms that would restore the AFP’s integrity.
