日本自卫队今天宣佈，海上自卫队将于本月下旬在靠近中国永暑礁附近的南海海域，与菲律宾海军举行首次联合军事演习。
据日本新闻网报导，海上自卫队称，这次的联合军事演习，主要是为了演练海上救难和岛屿救灾，不参加南海海空的警戒监控行动。
海上自卫队称，这次的日菲联合海上军事演习，主要是为了提升海上自卫队与菲律宾海军之间的技术合作。演习将于本月21日至27日举行，演习海域在菲律宾巴拉望岛西北140公里的南海公海海域。
由于这一海域接近目前最为敏感的中国永暑礁，虽然日本海上自卫队强调称不会进行海上监控等任务，但是由于日本P3C反潜侦察机具备很优异的海空侦察能力，可以对永暑礁的扩礁建岛工事进行一定程度的监控，因此必然会引起中国政府的高度重视，不排除中国空军届时出动战斗机监控日菲联合军演的可能性。
海上自卫队称，日本将不会派军舰参加，只是派一架P3C反潜侦察机参加演习。菲律宾方面也将派出一架侦察机和一艘舰船参加演习。
永暑礁现名为大陆三沙市永暑岛，在大陆填岛工程下，面积也在迅速扩大。现已成为中国大陆实际控制的最大南沙岛屿，其面积比太平岛大，成为南沙群岛第一大岛。(中时电子报)

现在的媒体毫无节操，上海外海都能说成钓鱼岛海域，永暑岛距巴拉望四五百公里，现在巴拉望西北一百多公里就敢说永暑岛海域，真是服了，还隔着至少三百多公里呢！！！

MANILA, Philippines - The Philippines and Japan will hold naval drills this month amid concerns over China’s aggressive expansion in the West Philippine Sea (South China Sea).

Philippine Navy spokesman Col. Edgard Arevalo said the joint exercises would be conducted during the visit of a contingent of the Japan Maritime Self Defense Force (JMSDF) to the Philippines from June 22 to 26.
“The Philippine Navy and Japan Maritime Self Defense Force are exploring areas of training and cooperation among them humanitarian assistance and disaster response, maritime search and rescue, and maritime situational awareness,” Arevalo said in a statement issued on Tuesday.
“These confidence-building activities aim to foster camaraderie, nurture established friendship, and promote interoperability of the two navies,” he added.
Both the Philippines and Japan are embroiled in territorial disputes with China. The Philippines has scored China for building structures in West Philippine Sea reefs that are part of its territorial claims. Japan and China are also claiming the uninhabited Senkaku Islands in the East China Sea.

This month’s drills will be the third joint military exercise between the Philippines and Japan in the last two years.
The navies of the two countries held sea drills on Sept. 25, 2014 within the vicinity of Palawan, the province nearest the West Philippine Sea.

The Philippines and Japan also conducted maritime exercises last May 12 in a West Philippine Sea area less than 300 kilometers from the Panatag (Scarborough 黃岩島) Shoal. Located within 124 nautical miles from the nearest point in Zambales, the shoal used to be a fishing ground of local residents until it was controlled by China in 2012.
The announcement about the naval exercises came a few days after President Aquino and Japan Prime Minister Shinzo Abe agreed to start discussions on a visiting forces agreement (VFA), a move seen as an effort to counter China’s aggressiveness.
A VFA would allow Philippine and Japanese troops to hold regular joint military exercises. The Philippines has signed a VFA with the United States in 1998 and with Australia in 2007.
Information about the venue of this month’s exercises and the number of participating troops were not immediately available.
Arevalo said a Philippine ship and islander aircraft would join the drills. He said a Japanese aircraft would also participate in the exercises but could not provide specifics.
A report by the website of Japanese television station NHK quoted sources as saying that Japan would deploy a P-3C airplane for the event.
“The ensuing staff-to-staff talks during the visit shall strengthen and institutionalize information-sharing between the Philippine Navy and JMSDF to step-up maritime situational awareness,” Arevalo said.
“This navy-to-navy engagement envisions to share new tactics, techniques, and procedures as well as best practices to further maritime operations especially now that the Philippines is nearing the rainy season,” he added.
