原始设计是万吨盾舰，但是后来熊大发现以自己的设计能力和造船水平，无法造出这么大的盾舰，于是技术指标和吨位一降再降，最后变成只有四五千吨的小船了，说真的，苏联解体对熊大的造船能力的打击几乎是毁灭性的，陆军装备和空军装备虽然有较大的影响但是没有海军这么严重。

不是，俄罗斯新一代护卫舰和驱逐舰本来就是分开设计的，新驱还在设计中
22350本来就是按护卫舰设计的，标排4500t

所以熊大订购西北风只是表象，拿不拿到船都没关系，关键法国人高价把造船技术给转让了。
