阿三原来的潜艇基本都到寿命了，德制209都是70年代的，已近40年基本报废，基洛80-90年代的，25年寿命也差不多了，现在新艇买法国的还在缓慢建造，服役尚早青黄不接

这不是正常的替换么，我国的海军舰艇不也是到了设计寿命甚至超期服役才被替换。像霓虹国那样用个十几年就换的全球也是就一个的奇葩啊。
