MUMBAI: The US government’s move to re-impose quotas on certain categories of textile imports from China is fuelling a modest increase in the prices of Indian textile exports.

Leading global retailers have begun to offer better prices for Indian textile products after the US decided to impose curbs on Chinese textile imports that have surged after the dismantling of the quota regime from January 1, ’05.

The EU has also threatened to reimpose quotas on Chinese textile products creating further room for an increase in the prices for textile exports from India. China has announced on Friday that it will increase export tariffs on 74 classes of clothing and textile products, to prevent further protective barriers being imposed by its trading partners.

Indian textile export prices are expected to rise by 2-5% for the spring-summer season beginning January’06, according to industry sources. The shipments for the spring season will start from November.
“I was meeting buyers in the US when the news of the US action against China came on May 14. The buyers, who were trying to drive down prices, have suddenly started showing an inclination to offer better prices,” said the marketing manager of a Mumbai-based garment exporting firm. Post-quota, the prices of textile exports from India have fallen by 7-10% due to China’s move to drive down prices to build up huge volumes.

“The US government’s move can leave a psychological impact on the minds of buyers. This can push up the prices of Indian textile products,” said Rahul Mehta, director of the Mumbai-based exporting firm Creative Garments.

Industry sources said that a true picture will emerge in the next fortnight. While the buyers have started diverting orders to India, they are also looking at other countries as well.

“If the US continues to limit Chinese textile exports, this will lead to a swelling of the order position of Indian textile companies. It’s too early to make a prediction. I, however, feel that an expected increase in orders will naturally bring with it the benefit of better prices,” said Rajan Hinduja, director, Bangalore-based Gokaldas Exports.
The US government has mainly limited the imports of cotton shirts, trousers and underwear from China. The US and the EU began investigating Chinese import levels last month due to pressure from the domestic textile industry. As per WTO rules, countries have the right to act if they feel that serious market determination has taken place.

The US commerce secretary Carlos Guitierrez had recently said that investigations had established a major surge in imports from China.
